San Mateo Medical Center

invites interest in the new

Ron Robinson

Senior Care Center

Ron Robinson Senior Care Center

The Ron Robinson Senior Care Center, a new service of the San Mateo Medical Center in collaboration with the San Mateo County Health Services Agency, will open January 2004. The Center is designed to meet a growing community need to provide comprehensive services to older adults in San Mateo County, with a particular focus on those at-risk of losing independence due to organic brain or dementia related disorders. The Center will address the needs of these individuals and their families, as well as serve older adults with chronic or complex health issues that tax their current primary care providers. The Center's distinctive multidisciplinary approach is based on the unique capabilities of the Health Services Agency and Medical Center to provide mental health care, older adult social services and patient care medical expertise under one roof.

The Center will offer services in the areas of geriatric and internal medicine, psychiatry, nutrition, optometry and audiology. Core services will be provided at the Medical Center campus in San Mateo, with studies projecting approximately 11,000 outpatient visits and 1,500 inpatient days per year. The Center's program will be phased in over a period of three years, with staffing to be provided by a combination of 26 full-time and part-time County employees, contract providers and temporary staff.

San Mateo Medical Center

The San Mateo Medical Center, under the direction of Nancy Steiger, Chief Executive Officer, includes a 133 bed licensed acute care hospital with an additional 64 bed skilled nursing unit and community health clinics in 12 sites throughout the County. Inpatient Services provides patient care in nursing units and an emergency department with a staff of 263. Skilled Nursing Care Services consists of two nursing units with 72 staff. The Clinics, with a staff of 282, provide a full range of primary care and specialty outpatient services which see a combined 200,000 patient visits annually. The total budget for the Medical Center is $157 million annually. Additionally, the Medical Center has just recently taken over a 280-bed community based skilled nursing facility in the city of Burlingame.

Health Services Agency

The Health Services Agency provides services to protect the public health of all people, ensuring a healthy environment and rapid, compassionate emergency medical response. Under the direction of Margaret Taylor, Director, the Agency provides mental health services, public and environmental health services, adult protective services for vulnerable people/older adults, in-home supportive services, correctional health services and emergency medical services. The Agency operates a $177 million budget with a staff of over 860 permanent employees.

Innovations in Care

The Senior Care Center will meet a growing community need by offering a variety of services to older adults:

Primary Care Clinic: This service will target the County's older adult residents who do not have a regular primary care provider or who have chronic or complex health issues that tax their regular primary care provider because of limited time or resources. Services will be provided in a clinic area offering easy access with a home-like ambiance. The medical team will include a Geriatrician and Internal Medicine Physician, with consultations with a Psychiatrist as needed, and a multidisciplinary team of caregivers.

Geriatric Assessment Clinic: This will be a consultative service provided by a team of healthcare providers with a special expertise in geriatric evaluation. Providers will conduct extensive physical examinations with a full battery of diagnostics. The core team will include a Psychiatrist and Neurologist and provides assessment and care management advice to referring physicians and/or caregivers.

Acute Care for Elderly: This program will use a multidisciplinary team approach to encourage patient independence and mobility while hospitalized, and will provide support for patients and caregivers after discharge. The team will focus on the immediate assessment of the patient's condition and needs, and develop a care plan to minimize incapacitation associated with inpatient care.

Bridge Program: This unit will be lead by a Nurse Practitioner to help patients make a smooth transition from acute hospitalization to home. The team will facilitate the preparation of the home for the patient's return, coordinate medication delivery and compliance, and educate others on home care needs.

House Calls: The focus of this Primary Care Provider and Nurse Practitioner team will be to provide house calls to homebound older adults and nursing home residents with a County relationship.

Adult Day Health Care and All-Inclusive Care programs will be considered for future development.

Medical Director,

Outpatient Clinics

As the Medical Director of Outpatient Services, Dr. Chang oversees the Medical Center's network of primary care services and a full-spectrum of medical and surgical specialty clinics, and continues his practice of medicine one day per week. He graduated from the University of California, San Francisco School of Medicine in 1987, and completed his residency at San Francisco General Hospital, Department of Family Practice. Prior to joining San Mateo Medical Center in 2002, he spent eight years providing primary care in a multi-ethnic, geriatric primary care practice, and five years as Medical Director of Clinical Information Systems in the San Francisco Health Department. He is also Assistant Clinical Professor for the Department of Family and Community Medicine at UCSF School of Medicine.
