Description

Performs responsible entry-level supervisory work in the operation of an assigned park or facility and the staff assigned to that specific district.

Examples of Duties

Work involves overseeing personnel and the operation of recreation & fitness centers, parks and leisure activities within an assigned district of the City. Responsible for coordinating the planning and implementation of recreation, fitness, athletic, and cultural programs, special events and park activities. Monitors job tasks to insure that assignments are completed in accordance with departmental procedure, and that accurate records are maintained to reflect work performed. Supervises and oversees the work performance of subordinate personnel. Responsible for the direction, planning, implementation, and promotion of City-wide recreation, fitness, cultural events, sports programs and parks activities. Responsible for the supervision of staff in an assigned district, as a first-line supervisor. Evaluates employee performance and makes recommendations for disciplinary action as required. Responsible for overseeing operational activities in a community & fitness center or regional parks. Prepares operational reports for department regarding facility and park use. Responsible for communicating and enforcing department policies and procedures. Actively participates in the recreation and parks department management team in the development and review of all programs, policies, park operations, special events, etc.. Responsible for overseeing department volunteer programs especially those involved in the district teen centers. Works closely with all City and Volunteer Youth Sports Leagues in the coordination of field use, and program implementation as necessary. Maintains accurate records of all volunteer coaches for City operated sports programs. Recruits game officials for sports programs. Assists in conducting job interviews for open positions and promotional opportunities, and recommends selections for hire. Punctuality and regular attendance are essential functions of this position, as well as working evenings, weekends, and holidays.

Qualifications

Must possess a Bachelor’s Degree from an accredited college or university and a minimum of three (3) years experience combining the planning and implementation of recreation & fitness programs, athletics, and/or supervision and evaluation of staff and facilities. Must have experience in the management of recreation facilities, active and passive parks. Must have comprehensive knowledge of municipal recreation, fitness and athletic programs. Ability to communicate with a diverse group of people. Ability to lead and motivate staff and recreation participants in a variety of recreation/athletic activities with confidence and enthusiasm. Must be able to recommend disciplinary action. Must possess the ability to prepare proposals, budgets, and reports as required. Must be able to work evenings, weekends, and holidays. Must have a valid State of Florida driver’s license with a good driving record, or the ability to obtain a valid driver’s license with a good driving record, or the ability to obtain a valid driver license by date of employment.

Group Insurance Program

The City of Coconut Creek offers a cafeteria style group insurance program to its regular, full-time employees. The City's contribution towards the cost of this program is $4,900.00/year, with up to an additional 1,100 flex The City offers Medical Insurance, Basic Life Insurance, Accidental Death and Dismemberment, Short Term Disability, and Dental Insurance. In most cases, employee only coverage is paid 100% by the City contribution.

For those desiring dependent coverage, there may be a payroll deduction, depending on the coverage selected. Those employees not spending the full $4,900.00 contribution have the option of taking any excess in cash, placing it into their 457 deferred account, or taking a combination of cash and placing the remainder into the 457 account.

Eligibility for coverage is 30 days from date of hire with an effective date the first of the month following the thirty day eligibility period.

In conjunction with the Group Insurance Program, we also have a Section 125 Program, which allows you to set aside, with pre-tax dollars, amounts for unreimbursed medical, dependent or elder care, pre-paid legal, AFLAC, etc., or the cost of the premium if you have a payroll deduction.

The City provides Long Term Disability coverage to employees, with the cost being paid entirely by the City.

Pension/Retirement Plan

The City participates in the Florida Retirement System (FRS), which is a defined benefit plan. The City contributes an amount that is determined by the State Legislature. Employees do not make contributions to the plan. The amount of the benefit and the length of service required to vest varies depending upon the category for which the position is eligible. Employees who wish to contribute their own funds toward retirement may contribute to a 457 Deferred Compensation plan, a Roth IRA, a traditional IRA, or a Retirement Health Savings (RHS) Plan.

Holidays

Employees receive ten paid full-day holidays and two paid half-day holidays. They are:

Personal Leave

New employees are credited with personal leave from the date of hire based on the following schedule:

January 1st through March 31st 16 hours

April 1st through June 30th 12 hours

July 1st through September 30th 8 hours

October 1st through December 31st 4 hours

Each year thereafter, all full-time employees are credited with 16 hours of personal leave on January 1st for that calendar year; personal leave cannot be carried over from year to year. Employees who work fewer than 40 hours per week are provided Personal Leave on a pro-rated basis.

Vacation Leave

New full-time employees earn two (2) weeks of vacation leave per year. Accrual rates increase with time, with the specific amount depending on which employee unit the employee belongs to. Part-time employees earn vacation leave on a pro-rated basis.

Sick Leave

Full-time employees earn 12 days of sick leave per year. Part-time employees earn sick leave on a pro-rated basis.

Tuition Reimbursement

Full-time, non-probationary employees are eligible to take advantage of the Voluntary Tuition Reimbursement Program. Employees may be eligible for reimbursement (based upon state tuition rates) of 100% for a grade of A, 75% for a grade of B, and 50% for a grade of C, up to a maximum of 18 credit hours per year.

Other Types of Leave

The City also offers bereavement leave, military leave, voting time in certain circumstances, occupational and non-occupational disability leave, worker’s compensation, and adheres to the provisions of the Family Medical Leave Act. Leaves of absences without pay may also be granted under certain circumstances.

Longevity Pay

Most employees are eligible for annual longevity bonuses after completion of three (3) years of service.

Pay-for-Performance

All regular employees are eligible for pay-for-performance increases of up to five (5) percent based upon their annual performance evaluations.

Cost-of-Living Adjustments (COLA)

Civil Service employees receive a COLA on October 1st each year, based on the June-June CPI for the Miami/Ft. Lauderdale area, or 3%, whichever is greater.
