Position Information

TITLE ONE

Manage the Compliance Office, a unit of x staff responsible for: development, maintenance and use of the Anasazi MIS system; state performance contract monitoring and reporting; quality assurance and improvement; utilization management; regulatory compliance; revenue maximization for Community Service Board (CSB) programs that provide Clinic Option, State Plan Option and Mental Retardation (MR) Waiver services; and records management.

DUTIES

- develop and monitor Compliance Unit program goals, policies, procedures and performance measures;

- hire, train, supervise and evaluate professional and technical staff

- prepare, defend and monitor the Unit's budget of approx $yyy,yyy;

- provide staff support to the Administrative Committee of the CSB;

- create and analyze reports on utilization, reimbursement and regulatory compliance data;

Qualification Requirements

TITLE TWO

Minimum: Bachelor's degree in Business Administration, Public Administration or related field, plus three years experience in program administration and management, to include financial management and other related administrative functions.

Substitution: Additional qualifying experience may be substituted for education on a year-for-year basis.

Desirables:

> experience in public behavioral healthcare setting;

> MIS systems, particularly Anasazi or other online client records systems

> developing and maintaining an effective Quality Assurance/Improvement Program

> work with citizen/advisory boards

> training professional level staff

> member of CARF or the Joint Commission of Accreditation of Hospital Organizations (JCAHO)

Additional Information

TITLE FOUR

Work Hours: 8:00 a.m. to 5:00 p.m. Monday through Friday, including two evenings per month.

Arlington County Government employee benefits depend on whether a position is permanent, the number of hours worked, and the number of months the position is scheduled.

Permanent, Full-Time Appointments

All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits and conditions of employment apply:

Paid Leave: Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance: Two group health insurance plans are offered - a point-of-service (choice) plan and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance: A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary up to a maximum of $50,000. Additional life insurance is available with rates based on the employee’s age and smoker/non-smoker status.

Retirement: Employees participate in the Arlington County Retirement System and contribute 4%-5% of pay. Employees become vested in the plan at five years of service, and may receive the benefit in the form of an annuity on retirement. The County contributes to this defined benefit portion of the plan and also contributes 1%-2% to a supplemental defined contribution portion of the plan. In addition, an optional Deferred Compensation Plan (457 plan) is offered with the County matching up to $15 per pay period.

Other Benefits: The County also offers long term care insurance, tuition assistance, tax-exempt medical, dependent care and parking reimbursement accounts, a public transportation subsidy, a college savings plan, a credit union and a variety of other employee benefits.

Permanent, Part-Time Appointments

Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments

Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Appointments

Temporary employees who work ten or more hours per week receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
