GENERAL DESCRIPTION: 


The Wyoming Department of Transportation (WYDOT) seeks a full-time Human Resource Analyst in Cheyenne, Wyoming, to assist employees and management for multiple agencies to ensure that State and Federal laws are being followed. Provide a full range of Human Resource services that includes recruitments and interviews, new hire processing, benefit administration, FMLA, personnel law/policy/rule interpretation, personnel record administration, and back-up on classifications and performance management evaluations. Function as a liaison for the Employees Group Insurance (EGI) and Wyoming Retirement System (WRS) by providing benefit information and facilitation enrollment.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

 
  • Gains an understanding of how the designated program area is designed and administered within the State of WY.
  • Determines appropriate action in conducting analysis in the designated program area.
  • Investigates and resolves requests within the designated program area of a less complex nature.
  • Prepares recommendations for implementation in the designated program area.
  • Under guidance, provides advice to Agency HR staff in the designated program area.
  • Assists in the preparation of training for agency HR staff and employees in the designated program area.
  • Conducts analysis of external practices in the designated program area and gives results of the analysis to Supervisor.
  • Conducts analysis that can be used as input for key reports in the designated program area.
  • Ensures that data and records are kept in a designated program area in a manner that is user friendly and can be readily accessed and utilized.
  • Ensures compliance of programs with relevant federal and state laws.

PREFERENCES/**AGENCY REQUIREMENT: 


**Agency requires the successful candidate to become a notary public within six (6) months of employment. 


KNOWLEDGE: 

 

  • Knowledge of the interpretation, application, and enforcement of state and federal regulations, policies, rules, procedures, and practices governing human resources.
  • Knowledge of organizational dynamics.
  • Knowledge of Federal (ADA, EEOC, FMLA, FLSA, etc.) laws.
  • Knowledge of State of Wyoming Personnel Rules and Executive Orders.
  • Knowledge of human behavior and performance.
  • Knowledge of SAO's payroll processes and procedures.
  • Knowledge of Microsoft Office, including Excel and other computer software.
  • Skills in grammar and proper English usage.
  • Skills in interpersonal relations.
  • Skills in organizing and prioritizing.
  • Ability to work effectively and independently.
  • Excellent communication skills.
  • Skill in conflict management.
 

MINIMUM QUALIFICATIONS:

 
Education:
Bachelor's Degree (typically in Human Resources)
 
Experience:
0-3 years of work experience (typically in Human Resources)
 

OR
 

Education & Experience Substitution:
4-6 years of work experience (typically in Human Resources)
 
Certificates, Licenses, Registrations:
None

PHYSICAL WORKING CONDITIONS:

 

  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
  • Special physical demands are not required to perform the work.

  • This position may be eligible for intermittent Telework.
