General Description

Under general supervision, performs clerical related work of considerable difficulty calling for individual judgment, initiative and specialized knowledge of the Planning Department and Inspection Division.   Performs Green Bay Planning, Green Bay Housing Authority, Brown County Housing Authority, and Green Bay Redevelopment Authority work as assigned.

Examples of Duties

Provides clerical support services to department staff in the typing, formatting and proofreading of agendas, minutes, letters, reports, loan documents, plan documents, studies and other material from rough drafts, originals, or digital files.  Prioritizes and processes related work to meet deadlines.  Makes copies, prepares mailings.  Maintains mailing lists for boards and commissions.  Performs other general office work as required.
Transcribes minutes for various committee meetings and handles the processing of agendas, reports and related documents.  Organizes and prepares follow up Council reports and notices and maintains records of related Council actions.
Performs front desk receptionist duties. Furnishes information to and/or directs callers and visitors to proper personnel using knowledge of department policies and procedures.  Directs callers to other City of Green Bay departments and other governmental agencies. 
Maintains files of correspondence, forms, reports, and other materials.  Maintains receipt books and processes payments for various departmental transactions.  Compiles and enters data for invoices, requisitions and purchase orders and maintains related records.
Assists Administrative Assistant and Inspection Division staff, including clerical staff, with related tasks as deemed necessary.
Performs back up duties in the absence of the Administrative Assistant as deemed necessary.
Performs other duties as assigned.

Minimum Qualifications Required

  1. High school diploma or equivalent.
  2. Three or more years of full-time office experience which included a substantial amount of word processing.
  3. Successful completion of post high school courses in secretarial science program desirable.
A combination of equivalent experience and/or education may be considered.

Knowledge, Skills & Abilities

Good knowledge of basic office procedures; Good knowledge of business English, spelling, punctuation and grammar. Good knowledge of business letter forms procedures and terminology; good knowledge of general filing procedures and the ability to follow established filing system. 

Good skill in performing basic mathematical computations and simple bookkeeping procedures; good skill in planning and processing documents to meet specified deadlines. Skill and ability to operate a variety of office machines.

Ability to prioritize and meet deadlines as required. 

Ability to type at a minimum rate of 60 wpm and proficiently utilize a computer and the required software. Ability to follow oral and written instructions. Ability to use independent judgment and work independently; ability to learn and apply departmental policies, City ordinances and State Statutes. Ability to establish and maintain effective working relationships with staff and the public. Ability to communicate effectively both orally and in writing. Ability to work the required hours of the position. 

May be required to demonstrate minimum competency by successfully passing approved tests.

 

Benefits Available to Full-Time Employees
 
Sick Leave: Each full-time employee of the City will accumulate sick leave at the rate of one day per month for each month of service to a maximum of 1152 hours. An employee may use accumulated sick leave for absences necessitated by the employee’s injury or illness or an immediate family member’s serious illness/injury or hospitalization. For purposes of this article, “immediate family” will mean spouse, parents, stepparent, child, stepchild, foster child or sibling who lives at home.
 
Vacation: This year you will be eligible for 5 vacation days (which will be prorated based on your hire date, so you’ll have approximately 1 ½ days). Beginning January 1, 2012 the following vacation schedule will be followed:
Start through end of 5th year                        80 hours
6th through end of 10th year                         120 hours
11th through end of 15th year                       136 hours
16th through end of 20th year                       160 hours
21st year plus                                                     200 hours
 
Personal Leave:  You will be eligible for 3 days (which will be prorated based on your hire date, so you’ll have approximately 1 day).

Health Insurance: You are eligible for single or family health insurance. Employees pay 15% of the premium for health care insurance.   The current employee rate for family health insurance is $104.29 bi-weekly. The current employee rate for single health insurance is $43.06 bi-weekly. Employees will be entitled to reduce their health insurance premium contribution by 2.5% per year by successfully participating in the Wellness Incentive Program. You will receive more information about the Wellness Incentive Program at your benefits orientation.
 
Dental Insurance: You are eligible for single or family dental insurance. Employees pay 12.5% of the Humana Dental plan or Dental Associates premium. The current employee rate for family dental insurance is $6.76 bi-weekly. The current employee rate for single dental insurance is $2.22 bi-weekly.   There are 2 plans you can choose from, additional information will be provided at your benefits orientation.
 
Life Insurance: The City will provide and carry, at no cost to the employee, life insurance for each regular Union full?time employee in the amount of $30,000. Employees will have the option to purchase an additional $20,000 of life insurance for themselves. Additional life insurance for spouse and dependent children is available as an option in the amounts of $20,000 guaranteed for spouse with option of additional $30,000 if approved through underwriting and $10,000 guaranteed for each dependent up to the age of 19. Employees will pay all premium costs for the additional optional insurance through payroll deductions.
 
Long-term Disability:  You are eligible to enroll in the long-term disability plan. There is a 90-day and 180-day option. Cost and details will be provided for you at your benefits orientation.
 
Flexible Spending: You are eligible to enroll in flexible spending. This allows you to set aside pre-tax dollars to pay for eligible expenses. You can enroll in Medical and Dependent Care flexible spending. Details will be provided for you at your benefits orientation.
 
Deferred Compensation: You will have the option of enrolling in 2 deferred compensation plans. This allows you to put away a portion of your pretax income for retirement. Details will be provided for you at your benefits orientation.
 
WRS:  The City participates in the Wisconsin Retirement System (WRS). Employees are subject to a retirement contribution in an amount equal to one-half of all actuarially required contributions approved by WRS (currently the employee’s contribution is 5.8%, however this may change from year to year).
