Job Description

Under general supervision, performs a variety of accounting duties related to the maintenance and review of accounting, financial, and statistical records; and performs other related duties as required.

The Accounting Assistant II is the second working level classification in the Accounting Assistant series and typically reports to a supervisory level position. Positions work under general supervision performing a variety of accounting or fiscal duties requiring research and interpretation of established guidelines. Typical positions assigned to this class level perform duties related to recording and maintaining accounting, numeric or statistical records, reconciling and examining various source documents, and routine problem resolution requiring the application of standard procedures or regulations. Incumbents of this class series provide support services in the maintenance and processing of financial and statistical records which are part of a more complex recordkeeping system.
 
The Accounting Assistant Series differs from the Office Assistant Series (general clerical) in that the former is primarily responsible for performance of job tasks involving mathematical skills, financial, and statistical recordkeeping systems and related transactions. General clerical duties may also be performed; however, the primary focus of this series is performance of accounting or fiscal related support activities.

Examples of Essential Duties

• Process warrants (PV's) to vendors, contractors, and consultants; process a variety of invoices or billings (JV's); process accounts receivable or payable on a manual or automated systems; assemble accounts payable documents for approval.

• Review claims, invoices and other financial transactions for accuracy, legality, and compliance with procedures, rules, or regulations.

• Reconcile on a weekly/monthly basis statement of expenses, revenues, trial balance statements, tax and trust fund accounts, general fund, petty cash fund and department funds; reconcile balance sheet to general ledger.
 
• Distribute monies paid or received to a variety of accounts; prepare bank or account fund deposits.

• Determine validity of, or liability for, bills or charges; determine which account to credit with unidentified payment.

• Prepare and maintain a variety of statistical reports and records; compile and prepare periodic and special reports.

Qualifications

OPTION I
Experience: One year as an Accounting Assistant I with the County of Riverside or in an equivalent position.

OPTION II
Experience: Two years in the review, reconciliation, and preparation of financial accounts.

OPTION III
Education: Completion of 12 semester or 18 quarter units in accounting from an accredited college or university.
 
ALL OPTIONS
Knowledge of: basic methods, practices, and terminology of fiscal recordkeeping, basic business mathematics; checks, money orders and other common negotiable instruments and their proper validation and endorsement; common methods of balancing cash and checks against records of receipt; methods of handling, recording and controlling monies received and disbursed; basic mathematical/fiscal computer applications.

In addition to the above, some positions may require:

Knowledge of: Basic payroll practices and procedures including FLSA requirements.

Ability to: Make mathematical computations quickly and accurately; operate standard office equipment which may include computers, calculators, cash registers, adding machines, and duplicating machines; read, understand and follow written and oral instructions; use computerized accounting systems; prepare data in proper format for data entry; understand and maintain financial accounting files or other record systems; recognize and correct computational errors; accurately compare, post and transfer numbers; understand transactions in terms of accounting codes and classifications; prepare routine and special financial reports; communicate effectively by phone or in person; learn County accounting systems; establish and maintain effective working relationships with others.

In addition to the above:
Ability to: Interpret and apply a variety of regulations, procedures and requirements; perform research to resolve problems and correct errors; determine proper accounting codes and classification for transactions; reconcile differences within recordkeeping systems using mathematical skills and understanding of the recordkeeping systems and related transactions; understand relationships among accounting or statistical records and documents; perform a variety of financial or statistical recordkeeping work of moderate difficulty.

Medical/Dental Insurance: A flex benefit amount of $395.40 monthly. Voluntary vision plan available.

PEHMCA Amount: County contribution to Public Employees Medical and Hospital Care program (PEHMCA) in the amount of $25/month is available for retirees' health insurance through the County.

Retirement: Public Employee's Retirement System (PERS) equal to 8% of salary. Retirement formula is 3% @ 60. Retirement amount: The highest 12 month period earning level is used to determine the retirement benefit amount. All new employees pay retirement contributions for the first five years of continuous service.

Deferred Compensation: Two voluntary deferred compensation 457 plans available.

Vacation Accrual: 0-3 years, 80 hours; 4-9 years, 120 hours; 10 or more years, 160 hours.

Accrual limited to 3 times current rate.

Holidays: Normally 12 paid holidays per year, (any employee scheduled to work on a paid holiday will be paid his regular rate for time worked and is entitled to 8 hours of holiday pay or compensatory time off).

Sick Leave: 4 hours sick leave accrual per pay period with unlimited accrual. Upon retirement or death, unused sick leave is paid for at a rate of 50% the current salary value after 5 years (not to exceed 960 hours).

Bereavement Leave: 5 days (3 paid, 2 from leave balances).

Disability: STD County paid short-term disability (STD) of .9% of employee salary up to a maximum of $285.90 per year. Maximum amount received by employee on STD is 55% of hourly wage (7 day waiting period) with a maximum of $249.70 per week.

Unemployment: County paid unemployment insurance of .3% of base salary.

Mileage: mileage reimbursement of $0.36 per mile.

Callback: Minimum 1 hour callback (Does not apply to all classifications).

Shift Differential: 3:00 p.m.-11:00/11:30 p.m. @ $.60/hr, 11:00 p.m.-7:00/7:30 a.m. @ $1.20/hr. Selected classifications are 3:00 p.m.-11:00 p.m. @ $.75/hr.; 11:00 p.m.-7:00a.m. @$1.30 /hr.

Standby Pay: 1 hour for every 8 hours on standby; selected classifications: $1.20/hr. (Does not apply to all classifications.)

Bilingual: Bilingual pay is available @ $.25/hour (at least 10% of time) or $.50/hour (50% of time or must translate before an officially convened court, appeals board, commission or hearing body.

Education Reimbursement: May be reimbursed for actual costs, subject to availability of funds.

Other: Double time pay for selected classifications for non-scheduled weekends.

Tools Reimbursement up to $2,500 for tools stolen from locked storage areas. Inconvenience Differential - $12/pay period for traveling crew in T.C. & L. Uniforms provided for selected classes. Public Safety Communications Officer II - $.50/hr. when assigned as a trainer/preceptor. Female prisoner search & meal assignments - $.25/hr.
