Definition

Under the general direction of the department director or designee, the Accounting Supervisor, Sales Tax is responsible for the administering, implementing, budgeting, planning, assigning and reviewing procedures, protocols and requirements related to the programs assigned by the department director. Responsibilities include oversight and coordination of multiple activities and resources including any staff, supplies, equipment, funds, and/or contract resources.

Minimum Qualifications

Bachelor's degree in related field and two years of progressively responsible management  experience in the related field; or Associate's Degree in related field and four years of progressively responsible management experience in the related field; or six years of progressively responsible management experience in the related field which demonstrates the ability to perform the duties of the position.  Experience in working with relational database systems required; more specifically, emphasis will be placed on comprehension of complex business rules and schedules as they relate to the design and functionality aspects of a Microsoft SQL database.  Must possess leadership abilities, interpersonal skills, and written and verbal communication skills to be able to perform in a professional manner.  A valid, unrestricted Alaska driver's license may be required.
 
Preferred Skills and Experience:  Experience in designing, writing and running advanced database queries and reports; skills required to interact with technical staff effectively.

Essential Functions

  1. Supervises, plans, designs, and coordinates the activities of the sales tax section including preparation and administration of the section's budget.
  2. Responsible for the supervision of the sales tax personnel including oversight of day-to-day activities, work assignment and administration of any disciplinary action if necessary.
  3. Assists in the preparation and submission of the annual financial report, budget documents and other comprehensive reports to state and federal agencies, and coordinates activities necessary to accomplish assigned task when appointed as project leader.
  4. Performs analysis and compiles statistics utilizing research material from a variety of sources to produce comprehensive reports on a variety of subjects.
  5. Assists in the design, development and implementation of software supporting the sales tax system, as well as development of methods and forms for improving the sales tax system, procedures and sales tax code.
  6. Represents the borough in frequent contact with individuals from the business community, governmental agencies and professional associations.
  7. Assists in the development of requests for proposals for contracting with outside agencies to perform sales tax related activities and monitors the work of those agencies.
  8. Reviews and analyzes reports generated by the activities of the sales tax staff and reviews all requests for adjustments on the sales tax system.
  9. Compiles letters and notices to the general public on matters relating to sales tax.
  10. Attends public and departmental meetings concerning sales tax activities.
  11. Maintains and reconciles general ledger accounts pertaining to sales tax.
  12. Monitors bank land escrow payments, reconciles to general ledger, and updates forecasts for land sale projections.
  13. Monitors land lease payments, reconciles to general ledger, and updates working spreadsheet provides to the Land Management Division.
  14. Maintains special assessment system, produces annual billing, penalty notices, various correspondence and delinquency publication.

  • Coverage begins on date of hire into a regular position
  • Biweekly payroll (24 pay periods); employee's contribution (pre-tax) deduction

Starting in 2017, eligible Kenai Peninsula Borough employees may choose from one of two medical plan options:

1. TRADITIONAL HEALTH PLAN - MEDICAL/PRESCRIPTION - the Traditional Plan offers a lower deductible and out-of-pocket limit, but the employee payroll deduction is higher.
 
Pay period deduction effective 1/1/2017:
Employee (self) - $60 ($120/month)
Spouse - $60 ($120/month)
Children (per each child up to 5) – $12.50 each ($25 per pay period/per child)
Children (6 or more) - $75 ($150/month)
 
2. HIGH DEDUCTIBLE HEALTH PLAN - MEDICAL/PRESCRIPTION - the High Deductible Health Plan (HDHP) has larger deductibles and out-of-pocket limits, but the monthly employee payroll deduction is less.  Plus, KPB will fund a Health Reimbursement Arrangement (HRA)* for you to use to help meet your deductibles and out-of-pocket costs.
 
Pay period deduction effective 1/1/2017:
Employee (self) - $37.50 ($75/month)
Spouse - $37.50 ($75/month)
Children (per each child up to 5) - $7.50 each ($15 per pay period/per child)
Children (6 or more) - $45 ($90 total/month)
 
 * Health Reimbursement Arrangement (HRA) Contribution for 2017, prorated by the full month of employment:
Employee only - $1,000
Employee and Family - $2,000
 
Both Health Plan options have the same prescription drug benefits.
 
Note: A spousal coverage surcharge of $50 per month ($25 per pay period) will be assessed in 2017 if an employee's spouse declines health coverage available through his or her employer and is enrolled in the KPB Plans, or if the spouse elects to enroll in a reduced benefit plan which shifts primary coverage to the Kenai Peninsula Borough Health Plan.

Pay period deduction effective 1/1/2017:
Employee (self) and all eligible, enrolled dependents - $15 ($30/month)
 
 
Life Insurance a Lincoln National life insurance policy is provided for all regular status employees in an amount equal to the employee's annual salary rounded to the next higher multiple of $1,000.  A $2,000 policy is provided for the employee's spouse and eligible dependents.  Additional optional employee and spousal life insurance coverage is available to regular employees at the employee's expense.
 
LEAVE BENEFITS:
Personal Leave:  Employee accrues 6.47 hours per pay period which totals approximately 4 weeks per year for the first two years.  After two, five, and ten years the amount of personal leave increases on a set schedule.
 
Administrative Leave:  Administrative employees receive up to 80 hours of administrative leave per calendar year.

Holidays:  Ten scheduled holidays plus two floating holidays.  Additionally, Christmas Eve shall be considered a paid holiday if Christmas falls on a Tuesday, Wednesday, Thursday, or Friday.
 
RETIREMENT:
  • Regular employees become members of the State of Alaska Public Employees Retirement System (PERS). This is a defined contribution plan with the employee contributing 8% of salary on a pre-tax basis.
  • Employees who were previously in the PERS system will fall under the previous rules.
  • Employee and employer each make 7.65% contribution for FICA (Social Security/Medicare).
  • An optional employee funded deferred compensation program is available through ICMA.
