Description
Under direction, to assist in planning, organizing and directing the operation of the County Communications Department, and to assist in the formulation and implementation of administrative policies and procedures.

Employment Standards
- Manages and directs the administrative, business and office management functions of the department which includes a staff of professional, technical and clerical personnel;
- Manages recruitment, hiring, academy training, Emergency Medical Dispatch (EMD) training, Police Officer Standards and Training (P.O.S.T.) certification of all dispatch personnel;
- Manages Computer Aided Dispatch (CAD) System, including system enhancements, data collection and verification, mapping, development and preparation of management reports, and investigation of complaints;
- Coordinates all departmental training activities;
- Identifies the need for, prepares drafts for Director’s approval and implements new policies and operating procedures;
- Participates in administrative review and coordination of professional supervisory staff, making specific work assignments to subordinate division heads;
- Reviews and approves requisitions for the purchase of major items and contracts for services;
- Assists in coordinating communications activities with other County departments and contracting agencies;
- Represents the department in discussions with other offices and agencies concerning administrative, business, and program specific services;
- Reviews and prepares responses to correspondence;
- Conducts public presentations related to department services;
- Prepares, negotiates, implements, and administers contracts and/or MOU for services;
- Responsible for the department’s budgetary and fiscal control programs and for the preparation of the annual budget;
- Prepares comprehensive reports;
- Performs other related tasks.
Physical Requirements
Training and experience equivalent to completion of a Bachelor’s degree in Public Administration or a closely related field and three (3) years of responsible administrative and technical experience in planning, operation, and management of a government communications facilities.
Sufficient administrative or business management experience including required qualifying experience in a managerial capacity that demonstrates the possession and direct application of the following knowledge and abilities:
Knowledge of:
- Principles, practices and techniques of a modern public and business administration, including organization, personnel management, and budgetary preparation and control;
- Modern office methods, forms and equipment;
- Operation of a public safety communications center or similar organization
- Principles of management including training, directing, evaluation and supervising subordinates
- Principles of management analysis and organizational design necessary to formulate and implement administrative policies;
- General principles and applications of modern information systems.
Ability to:
- Plan, organize and direct a comprehensive administrative, business, and office management services program, developing and implementing new methods, policies and procedures;
- Conduct and/or coordinate comprehensive studies and analyses of operational, fiscal and services delivery activities
- Interpret and apply provisions of federal, state, and local legislation, rules, and regulations pertinent to the administration of department policies and programs;
- Supervise and work with professional, technical, and clerical personnel, applying principles of personnel management and supervision;
- Prepare clear, concise correspondence, reports and instructions;
- Effectively represent the department on a variety of matters with other departments and agencies;
- Act as a liaison to, advise and/or resolve differences with other department, agencies, private agencies, and the public;
- Establish and maintain effective working relationships with government officials, the media and the community;
- Investigate and analyze administrative problems and implement effective solutions;
- Speak effectively before groups;
- Work irregular hours, work within a secured facility and be subject to call 24 hours a day.
