Description
San Mateo Medical Center
The San Mateo Medical Center, under the direction of Nancy Steiger, Chief Executive Officer, includes a 133-bed licensed acute care hospital with an additional 64-bed skilled nursing unit and community health clinics in 12 sites throughout the County. Additionally, the Medical Center has just recently taken over a 280-bed community based skilled nursing facility in the city of Burlingame. The total budget for the Medical Center is $157 million annually.
The Clinics provide a full range of primary care and specialty outpatient services which see a combined 200,000 patient visits annually. The Clinics are grouped regionally: South County includes Fair Oaks Family Health Center, Willow Clinic, Belle Haven Clinic, Redwood City Youth Health Center and one school-based clinic in Redwood City; Central County includes 39th Avenue Clinics, 39th Avenue Specialty Clinics located in San Mateo and Coastside Clinic located in Half Moon Bay; and North County includes South San Francisco Health Center, Daly City Youth Health Center and North County Health Center located in Daly City.
The Position
The Clinics Manager reports to the Medical Director of Ambulatory and Medical Services and plans, coordinates, directs, manages, supervises and evaluates the full range of programs and services offered at community based health clinics; recommends, develops, implements and evaluates goals, objectives, policies and procedures related to clinics; provides leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing clinic services; and provides highly complex staff support to senior level management. The Clinics Manager also exercises direct and indirect supervision over managerial, professional, technical and clerical staff, including consultants and contract service providers.
The current recruitment is for the 39th Avenue Clinics. The Clinic Manager will oversee either the Primary Care, Pediatric and OB/GYN clinics or the Medical Specialty and Surgical Specialty clinics.
Key Job Duties
- Plan, direct, monitor, coordinate and evaluate the operations and service delivery programs of a regional health clinic or clinics, including needs assessment, program design and planning, implementation, evaluation and regulatory enforcement.
- Direct, coordinate and participate in the development and implementation of program goals, objectives, policies, procedures and priorities that balance both mandated services and community health care needs.
- Assess the quality of patient care; develop and generate community support for changes or enhancements to service delivery methods; advocate for patients with medical staff to ensure appropriate care is provided.
- Monitor census/patient flow and project future patient care demands; develop staffing schedules and assignments to provide the necessary level and type of care.
- Develop, present and advocate for clinic funding; administer and monitor the approved budget to ensure the accomplishment of clinic care objectives within budget restrictions.
- Act as liaison between senior level management, advisory boards and commissions, regulatory bodies and program staff to ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service.
- Maintain an effective working relationship with a variety of public and private organizations, including other San Mateo Medical Center staff, County departments and agencies.
- Consult with other program managers on relevant program issues; develop alternative strategies for dealing with community health needs and assist in the implementation of solutions as necessary.
- Act as advocate and spokesperson in the community in support of programs and services; interpret, explain and direct the enforcement of community health-related standards, codes and regulations.
- Provide highly complex staff assistance to senior level management and related commissions and advisory boards on program issues.
- Prepare a wide variety of detailed written reports, policies, procedures and contracts.

- Successfully plan, organize and coordinate health care programs and services to meet community needs and improve the satisfaction of patients, employees and physicians.

- Apply principles and techniques of community organizations.
- Effectively speak to diverse audiences, including clinical, professional, civic and citizen groups.
- Ability to develop and maintain cooperative working relationships with other program managers and staff, other agencies and the community; enlist and mobilize community support for programs.
- Ability to prepare complex and detailed written reports, program policies, procedures and contracts.
- Skill in developing effective human resources systems and programs, including training staff and coordinating activities of contractors, volunteer groups and staff.

Qualifications
Candidates must have the knowledge and skills necessary to perform the role identified in the description of the position. A typical way to qualify is three years of administrative or managerial experience in a health care delivery, social or community services organization, including significant responsibility for one or more of the following: program and budget development, program service delivery, funding, utilization, coordination of community resources or program evaluation.
