The Position
NOTE: This recruitment is being conducted for the Department of Emergency Services to create a pool of candidates for extra help vacancies that occur during the active status of the list.
INTERMITTENT, EXTRA-HELP EMPLOYEES ARE NOT IN THE CLASSIFIED CIVIL SERVICE AND DO NOT HAVE PROPERTY RIGHTS TO PERMANENTLY ALLOCATED POSITIONS. IN ADDITION, THEY DO NOT RECEIVE ANY EMPLOYEE BENEFITS SUCH AS: MEDICAL, DENTAL, OR LONG-TERM DISABILITY INSURANCE COVERAGE; ACCRUAL OF VACATION AND SICK LEAVE; PARTICIPATION IN THE COUNTY RETIREMENT PROGRAM; OR ELIGIBILITY TO TAKE PROMOTIONAL EXAMINATIONS. INTERMITTENT, EXTRA-HELP EMPLOYEES ARE LIMITED IN THEIR EMPLOYMENT TO A MAXIMUM OF 1,380 HOURS WITHIN ANY TWELVE-MONTH CONSECUTIVE PERIOD.
Under direction the Fire Inspector performs fire protection work by conducting inspections and investigations of public and private premises, enforcing compliance with fire ordinances and other regulations pertaining to the prevention and control of fires and safe storage, handling and use of hazardous materials and hazardous waste; advises property owners of underground tanks and hazardous materials and waste management practices and performs related duties as required.

Minimum Qualifications
Education: Academic course work which directly relates to the knowledge and abilities listed. Normally, this course work would include fire science, fire administration, public administration, hazardous materials and waste, and/or other related courses. These courses should include Fire Prevention 1A, 1B, and 1C, Fire Investigation 1A and 1B, or equivalent courses and course work in chemistry, hazardous materials response or related courses.
Experience: Any combination of training and experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, two years of fire suppression or prevention experience, which includes at least one year of experience in a fire prevention, inspection or investigation assignment or a member of a hazardous materials response team would provide such opportunity.
License: Possession of the appropriate valid driver's license required by the State of California to perform the duties of the position.
Certificate: Within 6 months after employment incumbent must obtain a Certificate of Completion (P.C. 832) for a course in arrest, search and seizure issued by the California Commission on Peace Officer Standards and Training. Within one year after employment incumbent must obtain State Certification of Hazardous Materials Specialists.
Citizenship Requirement: Permanent resident aliens who wish to be employed as peace officers must apply for citizenship at least one year before application for such employment. If a permanent resident alien has not obtained citizenship within three years after application for employment or is denied citizenship he or she shall be disqualified for peace officer status.
Background Requirement: Incumbents shall not have been convicted of a felony in this state or any other state or in any federal jurisdiction, or of any offense in any other state or in any federal jurisdiction, or of any offense in any other state or in any federal jurisdiction, which would have been a felony if committed in this state, nor be under current formal probation supervision.
Knowledge and Abilities
Considerable knowledge of: principles, practices and techniques of fire prevention; federal, state, and local fire prevention codes and ordinances and regulations and best management practices for hazardous materials and waste and underground tanks.
Knowledge of: Incident Command System; arrest, search, and seizure procedures; principles and techniques of building and inspection and building codes; practices, procedures, and equipment used in fire investigation; procedures and techniques of equipment such as fire extinguishers, sprinkler systems, and alarms.
Ability to: perform journey-level fire prevention, hazardous materials and waste inspections for a variety of buildings, structures, and installations; perform underground tank inspections; enforce a variety of codes, ordinances, and regulations pertaining to fire prevention, hazardous materials and waste and underground tanks with firmness and tact; read and interpret building plans; maintain cooperative relations with builders, contractors, and the general public; interpret and enforce federal, state, and local fire prevention codes and ordinances and regulations pertaining to hazardous materials and waste and underground tanks; identify fire hazards and recommend corrective actions; identify hazards associated with hazardous materials and waste and recommend corrective action; identify types and determine causes of fires; recognize, identify, and preserve evidence; effectively interview witnesses and suspects; perform in the capacity of Incident Commander; work effectively without close supervision; and maintain records and prepare reports.
Selection Procedure
This selection procedure will consist of an application and supplemental questionnaire appraisal (weight 100%). Each application and supplemental questionnaire will be thoroughly evaluated for satisfaction of minimum qualifications and relevance of educational course work, training, experience, knowledge, and abilities which relate to this position. Candidates possessing the most appropriate job-related qualifications will be placed on a temporary employment list and referred to the department for consideration.
Candidates referred for possible appointment may be required to sign a waiver enabling a private investigator to check into the applicant's employment and/or personal history. The background check may include criminal and civil filings, address verification, social security verification, driving history, any professional license mentioned, secondary education, employment history, and reference development, credit history, and financial information related to bankruptcy, liens, and judgements. Failure to sign the waiver may result in the application not being considered further. Background information obtained will not be made available to candidates.
