Essential Functions
Purpose
Under general supervision, the Principal Management Analyst is distinguished from Senior Management Analyst by its management of a variety of administrative and support functions of the highest complexity, including capital projects, and supervision of functional areas and staff. This is the highest ranking of the Management Analyst series. A Principal Management Analyst works with high degree of independence.
Distinguishing Characteristics
This position is distinguished from the Senior Management Analyst level by its management of a variety of administrative and support functions of the higher complexity. A person in this position has the ability to manage special projects, which typically requires substantial knowledge of a department's operations.
Examples of Duties

Researches, analyzes and interprets data collected, and makes recommendations on potential programs; prepares and administers budgets; administers small capital projects; draft RFPs/RFQs and selection of consultants/contractors; coordinates administrative activities for a variety of City programs; makes recommendations on policy procedures; facilitates personnel workflow and training; makes verbal and written presentations to the City Council, and to other public and private groups.
Serves as a representative or staff on committees, review boards and management study teams; coordinates committee activities, meetings, and related responsibilities; represents the city with other governmental agencies and community groups as assigned.Qualification Guidelines
Employment Standards
Education/Experience:
Graduation from accredited college or university with a bachelor’s degree in public administration or policy, political science or a related field, and at least five-years of increasingly responsible analytical and administrative experience with a governmental agency, preferably within a municipal setting. A master’s degree is desirable and may be substituted for five years of experience.
Knowledge of:
Complex research and report writing techniques and research and grant writing techniques; data collection and analysis; functional areas of governmental departments and agencies; and modern office methods, procedures and practices including automated word processing systems, excel, PowerPoint, and other software and statistical applications.
Ability to:
Communicate effectively both verbal and in writing; work independently; understand, interpret and apply related concepts; independently complete a variety of assignments; prioritize multiple work projects and meet deadlines; establish working relationships with other city departments, agencies, and the public.Working Conditions & Physical Demands
Working Conditions
Generally clean work environment with limited exposure to conditions such as dust, fumes, odors or noise. Requires traveling throughout the City and adjacent areas, and the attendance of occasional night meetings.
