Description

Under the direction of the Board of Commissioners, manages the following activities: Personnel, benefit administration, recruitment, retention, employee relations, and general internal training. Provides guidance to elected officials, department directors, managers, supervisors, and employees for those topics.

Duties

a. Directs complex personnel programs in accordance with established rules, policies and procedures. Assists appointing authorities in processing personnel actions such as appointments, transfers, reclassifications, pay adjustments, status changes, supervision, leaves-of-absence, discipline, reinstatements/re-employment and promotions. Ensures that all personnel transactions comply with equal employment opportunity regulations. b. Interprets and ensures compliance of Personnel rules, policies and procedures to supervisory officials and County employees. Assists department heads and elected officials in administration of personnel programs, and recommends new and revised policies, procedures and regulations. c. Supervises the maintenance of personnel records and files for all county employees in which appointments, promotions, demotions, transfers, reinstatements, resignations, suspensions, leaves of absence, removals and discharges are recorded, indicating date of beginning, change or termination of service and nature of duties. d. Conducts data collection surveys in maintaining the County compensation and employment benefit plans; presents data and makes appropriate recommendations to Board of Commissioners. e. Conducts job classification studies of County positions, prepares class specifications for new job categories. Makes recommendations to Board of Commissioners for classification changes. f. Administers the County employee relations program; assists in negotiating and approving tentative collective bargaining agreements. Represents the County in labor relations matters with employee representative and State agencies. Administers and interprets collective bargaining agreement provisions. g. Confers with appointing authorities regarding the recruitment of job applicants. Conducts appropriate recruitment activities including advertising, interviews, background investigations, and job offers. h. Advises employees on promotion and transfer possibilities and aids in self improvement; assists in providing employment and benefit orientation to new employees; participates in the preparation and maintenance of personnel records. i. Prepares and maintains organization charts and various activity and statistical reports; responds to personnel practices surveys from other agencies. Prepares annual Federal Affirmation Action compliance report. j. Assists County Counsel and the Benefits Committee with selection and implementation of benefit, wellness, and compensation programs. k. Staffs the Job Evaluation Committee (JEC), and the Compensation Committee. l. Investigates and prepares written reports of complaints. m. Under the direction of County Counsel and the BOC, investigates civil rights complaints. n. Prepares Personnel Department Budget. o. Consults with employees and management on performance management. p. Researches and analyzes laws, rules, and precedents related to resolve personnel and benefit related issues. q. Meets with employees and management to communicate and implement decisions. r. Facilitates employee and management development classes. s. Works with Safety and Risk Manager on ADA accommodation and access requests. t. Processes and advises management on extended medical and non-medical leave requests, and other-multi-issue disability, leave, or injury situations. u. Administers the County's FMLA/OFLA leave policies. v. Analyzes personnel statistical date; provides trend reporting and recommendations to management on a regular basis. Provides regular written and oral reports to management on non-statistical data trends; develops and implements recommendations. w. Maintains contact with professional associations and industries; keeps abreast of local and national business trends with particular emphasis on new legal and regulatory developments relative to personnel, benefits, and compensation. Applies expanded knowledge to current County issues, and share knowledge with other County employees. x. Participate in special projects and assignments. y. Provides backup to other Personnel Department employees. z. Promotes an organizational standard that calls for high standards of performance, values diversity, and aligns employees with the County mission, vision, core values, and business plan. aa. May act as backup host for weekly radio show. bb. Skill in building successful collaborations and partnerships. cc. Excellent oral and written communication skills.

Qualifications

SPECIFIC JOB SKILLS: Thorough knowledge of the principles and practices of public personnel administration systems and procedures with reference to classification, compensation, equal employment opportunity and employment relations. Thorough knowledge of the different kinds of public service occupations and of their qualifications; collective bargaining laws, practices and procedures as they relate to county government; working knowledge of sociology, psychology and statistics as relating to personnel and benefits uses; skill in negotiating collective bargaining agreements; analyzing position for classification, recruiting, training and organizational studies; skill in resolving difficult cases of classification, compensation, employee discipline and grievances. Physical capability to interact with others and perform keyboard activities. EDUCATION/EXPERIENCE/LICENSES/CERTIFICATES REQUIRED: Master's degree preferred in personnel management, business administration, or a related field, and 8-10 years experience in personnel and benefit management which includes policy development and administration, employee benefits, labor relations and grievance arbitration, or any satisfactory equivalent combination of experience and training. Society of Human Resource Management (SHRM) certification preferred. At time of appointment, must possess valid Oregon driver's license.
