Job Summary/Class Characteristics
Performs professional level work related to the development and implementation of systems, networks, databases and macros to create, maintain, display and update a County-wide and local government geographic information system.
Geographic Information Systems Analyst I is the entry level in this specialized professional class series. Initially under close supervision, incumbents learn geographic and land systems and database creation techniques and the capabilities of computer hardware and software. This class is alternatively staffed with Geographic Information Systems Analyst II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications for higher level class.
Geographic Information Systems Analyst II is the experienced level in this specialized technical series. Incumbents are fully competent to perform a variety of GIS systems development, conversion and database creation and manipulation work. This class is distinguished from Senior Geographic Information Systems Analyst in that the latter is the lead and specialist level of this professional class series.
Requirements
Education and Experience:
Geographic Information Systems Analyst I - Equivalent to a Bachelor’s Degree in planning, engineering, computer science or geographic studies or a field related to the work, AND one ( 1) year of experience in working with automated geographic information systems. Experience in digitizing data or working with geographic information system data may be substituted for the education on a year for year basis.
Geographic Information Systems Analyst II - In addition to the above: Three (3) years of professional level experience in developing and implementing automated geographic information systems.
Physical Demands
Mobility to work in a typical office setting and use standard office equipment, stamina to remain seated and maintain concentration for an extended period of time, vision to read printed materials and a VDT screen, and hearing and speech to communicate in person or over the telephone. Specified positions may require working in various terrains and using survey equipment. Accommodation may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation.
Examples of Duties
Plans, develops, coordinates and modifies systems to create and maintain a comprehensive geographic and land information system for County departments and various local agencies. Confers with and acts as the County or agency liaison with departmental staff to determine current automated or manual systems, define needs, coordinate system integration and define required output and user documentation. Plans and sequences processing steps for database creation, application, display and document production; performs complex network modeling activities to ensure appropriate program development and system coordination and application utility; develops and designs complex analytical programs. Develops systems, networks and applications documentation, user-training materials and quality control procedures; prepares a variety of technical reports, correspondence, manuals, procedures and other written materials. Directs the work of and instructs technicians performing data entry and mapping work. Performs a variety of analytical studies related to the development and implementation of the GIS system; evaluates alternatives, makes recommendations and prepares technical reports. Makes presentations to representatives of other agencies regarding the GIS system; explains system hardware and software and ensures that applications, such as those for the emergency response system, are
appropriate. Monitors developments in the field of geographic system usage, determines their potential effect upon the County system recommends procedural and equipment changes to ensure system updating. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team. Attends training meetings and upgrades knowledge of GIS system use; applies and documents new techniques as they are implemented. May operate land surveying equipment to acquire GIS/Land surveying information. May perform cadastral drafting for assessment purposes. May drive a personal or County vehicle or be able to arrange for appropriate transportation in or to attend off-site meetings.
