This online RIF (Layoff) application is the Application Form and Work Force Reduction Placement Questionnaire (HRD 315A-RIF).
DEADLINE
There is only one (1) opportunity to file your Reduction-In-Force (RIF) Application by the required filing deadline as stated in your RIF notice. Do not wait until the last minute to begin or file. Since technical problems cannot be anticipated and may occur at any time, we strongly suggest that you apply online as early as possible instead of waiting until the last day to file your application. Our online RIF application system will be available 24-hours a day, 7 days a week. Our system - and this application - are available continuously from any computer connected to the internet using standard browser software (e.g. office, home, public library, other sites). We do not recommend using personal digital assistants (PDAs) or cell/smartphone technologies.
USE OF THIS RIF (LAYOFF) APPLICATION AND WORK FORCE REDUCTION PLACEMENT QUESTIONNAIRE
We have developed this unique RIF application and Work Force Placement Questionnaire specifically for the 2009 RIF. This application gives you an opportunity to provide the most current information, expand upon or add relevant details about your training and employment history, which will be used in your RIF placement search. Please be sure to provide complete information and submit your RIF application and Work Force Reduction Placement Questionnaire by the required deadline. Once you submit your documents, you will not be allowed to change them.

BEFORE YOU BEGIN YOUR ONLINE RIF APPLICATION
- You must have a personal, non-State email address. If you do not have a personal email address, you can get one free from Hotmail, Google, Yahoo! Mail, or Excite.

The guide provides step-by-step instructions for creating and submitting your RIF (Layoff) application with the State of Hawaii Executive Branch.
- Be organized and have the necessary documents handy for your immediate reference. For example, present and past employer(s)' address(es), phone number(s), month and year of all jobs, duties, etc.
- If you have a lot of information to provide, first you should type it in a word processing document. Then copy and paste from the word processing document into the blocks on the RIF application.
- The online application has a timeout feature which will automatically log you out of your application after one hour of inactivity. If you are "timed out", you will lose all information that was not saved. To avoid being timed out, we advise that you click on the 'SAVE WORK IN PROGRESS' button every 15 minutes to ensure that you do not lose information if you get disconnected from your browser.

If you are a permanent civil service employee in one of the following Bargaining Unit (BU) or Excluded Unit (EU) counterpart groups - BU 02, 03, 04, 09, 11 and 13; EU 82, 63, 84, 79, 99, 71, 73 and 93; or EM 30, 31, 32, 33, 34 and 35 - you must also rank your preference in the space below for each geographic location you indicated in the questions above. Begin your list with the location you most prefer. Your preference will be considered, to the extent possible, in the referral process for vacant positions only. Any bumping action will be based solely on retention points and without regard to your ranked preferences.
