Description

Under general direction, to plan, organize, direct, and evaluate the activities and staff of a major division of the Department of Human Resources of the Employee Services Agency. Positions in this class report to the Director, Department of Human Resources in the Employee Services Agency. This class is distinguished from lower level classifications by having the overall responsibility for a major division in Human Resources, assisting the Director in administering the City's Human Resources Program, and to act for the Director during absences. The major divisions encompass the following areas: Employee Services and Operations; Benefits; Recruiting, Examining, and Classification; and Training. The activities of each division may impact or interrelate with the activities and services of other divisions in the Employee Services Agency.

Examples of Duties

Plans, directs, coordinates, and evaluates specific human resource programs to meet local needs for compliance with Federal, State, County and labor relations mandates; Develops and implements program goals and objectives; Maintains information/data systems and analyzes outcome data in order to evaluate, plan and implement the program; Collaborates with information systems staff to identify and evaluate programmatic system/database needs and implement changes reflective of those needs; Selects, hires, directs, and evaluates program staff; Provides overall direction to subordinate staff regarding professional standards, work quality and quantity, performance and accountability; Provides training, support, and technical assistance to program staff; Determines division budgetary requirements, monitors expenditures, justifies all proposed expenditures, makes/recommends changes to budget and ensures targets are met; Coordinates activities of division with other human resources divisions and units and with departments/agencies and groups within the City; May represent the Director of Human Resources before the Board of Supervisors; makes presentations before various committees, hearing offices, other decision-making or public interest groups; Works with representatives of employee organizations; Meets with City management to resolve problems within area of responsibility; advises City management on policy issues, the interpretation of various rules and agreements, and participates in the development or revision of policies; Drafts, reviews, and analyzes existing and proposed policies, rules, and ordinances affecting division area, recommends and implements changes as needed; Assumes other related responsibilities as required.

Typical Qualifications

Sufficient education and experience to demonstrate the possession and application of the following knowledge and abilities. The knowledge and abilities required to perform this function are typically acquired through experience, education, and training equivalent to a bachelor's degree in public or business administration or a related field and three years of comprehensive professional human resources administration experience. Knowledge of: Principles of personnel practice, and/or employee relations, and/or training program design and implementation, depending upon specific area of assignment; Program planning, and evaluation; Information systems applications for managing human resources information; Principles of organization and administrative, fiscal, and program management; Personnel management principles and techniques, including selection, hiring, supervision, evaluation, discipline, training and staff development; Current research, trends, and methods in the field of human resources; Principles of learning theory and teaching methods; Principles and techniques of organizing and motivating groups; Features and processes of typical employee benefit plans; Principles of job, classification, and compensation analysis; Principles of negotiating and reaching agreement. Ability to: Plan, organize, direct, and evaluate a human resources program; Supervise, train, develop and motivate staff; Interact effectively with labor union and employee representatives; Evaluate a human resources program using outcome data to determine the effectiveness of program components and make program modifications as necessary; Interpret and apply provisions of Federal, State, and local legislation, rules, and regulations pertinent to the administration of departmental policies and procedures; Analyze new and revised statutes and proposed legislation in the area of Human Resources to determine effects on City programs and departments; Effectively utilize computer systems; Develop short and long range budget plans that accurately reflect program needs; Communicate effectively, orally and in writing, including effective public speaking; Develop and maintain effective working relations with those contacted during the course of the work.
