Examples of Knowledge and Abilities-T
This class has responsibility for the daily operations at the County operated airports through subordinate personnel or by liaison with the vendors providing services through contractual agreement with the Department of Airports.
This class reports to the Deputy Director of Airport Operations and Maintenance and is distinguished from that position in that the latter has overall administrative responsibility for both County operated airports and Franklin Field.

Note: The following duties are typical of those performed by incumbents, but other related duties may be performed.
DUTIES:
1. Plans, organizes, develops and directs the operational and maintenance activities of the airports under the jurisdiction of Sacramento County; determines the need for, develops, and recommends methods for implementing new or modified operating standards regarding the management of the airport.
2. Determines the need for and recommends new construction, alterations, and maintenance activities on airport facilities, equipment, and appurtenances; coordinates airport construction activities on airport properties; reviews related operational reports, develops recommendations, and prepares proposed changes, as necessary, for the continued efficiency of airport operation and maintenance activities.
3. Develops procedures/ordinances governing taxi, limousine, and commercial/courtesy van operations; directs, inspects and evaluates the activities of ground transportation systems to enforce compliance with all applicable codes, regulations and ordinances.

4. Inspects the airport activities and facilities such as runways, ramps, taxiways, lighting, buildings, roads, traffic management systems, parking systems water systems gas lines, assigned vehicles, and crash/fire rescue equipment for proper maintenance, for compliance with established safety requirements, and for needed repair and improvements; and makes recommendations to ensure safe, effective operating methods of the airport operations.
5. Enforce federal, state and local rules and regulations governing airport use and reports alleged violations to proper authorities.
6. Administers ground and flight safety programs, and in case of aircraft accidents, coordinates rescue operations and notifies interested and concerned parties.
7. Opens and closes airport (or portions of it) to aircraft operations based upon airport conditions and related safety factors such as inclement weather, construction, need for maintenance or repair of airport facilities and equipment or any other unsafe conditions.
8. Directs the aircraft fuel sales operation, including: monitoring fuel quality and quantity; monitoring fuel storage tanks for leakage; providing adequate maintenance and safety of fuel trucks; ensuring that trucks to aircraft delivery of fuel is accomplished in a safe and responsive manner; ensuring the accurate and timely preparation of fuel sales receipts and reports and the collection of fuel payments.
9. Confers with and acts as department liaison with airlines, fixed base operators, other airports users and tenants, federal and state agencies, other groups and agencies, the public, and the news media regarding problems, complaints, and inquiries involving the airport and its operating procedures; and acts to stimulate interest in the airport program to promote the development and use of the airport facilities.
10. Supervises and conducts necessary personnel duties such as interviewing, selecting, orientating, and training workers; and initiates or recommends personnel actions such as firing, promoting, transferring, and disciplining.
11. Represents department at meeting and conferences of aviation committees and associations, chamber of commerce, commissions, boards, governmental agencies, and other civic and interested groups
12. Assists in preparing, justifying and administering the general aviation or operational division’s budget; monitors budget performance against projected performance to ensure that budget objectives are met; and initiates or recommends corrective action on budget variances.
13. Responds to noise complaints, and assists with noise monitoring programs, including equipment setup, monitoring, and report preparation.
14. Issues and cancels tie-down and hangar permits and other agency permits in compliance with Department of Airport directives.
15. Monitors accounts receivable reports, and assists with follow-up action for prompt collections.
16. Participates in the development and evaluation of leases, agreements and other sources of revenue; confers with lessees to resolve any complaints and/or performance deficiencies; prepares status reports on economic and operational aspects of leases and agreements; provides information to individual and private business firms seeking airport leases and concessions; make recommendations for approval, denial or discontinuance of facility usage.

17. Monitors parking lot operations and public transportation vehicles to insure security, safety, cleanliness, availability and adequacy; reviews monthly revenue and expenditure statements from the Parking Lot Management Contractor for accuracy and appropriateness.
18. Directs the air quality improvement program; develops and implements rideshare and van pool programs, documents air quality improvement efforts to the Air Resources Board and develops policies and procedures required to meet Federal, State and local air quality regulations.
19. Acts for the Deputy Director for Airport Operations and Maintenance in that person’s absence.

• Communicate clearly and concisely, orally and in writing, on conclusions and recommendations
• Establish and maintain effective and cooperative working relationships
• Apply the policies, procedures, and rules affecting personnel, purchasing, budgeting, contracts, and other administrative matters
• Effectively represent the department to other departments, agencies, and the public
• Direct and supervise personnel

Any combination of experience and education or training that is likely to provide the required knowledges and abilities. A typical way to obtain the knowledges and abilities would be:

Education:
Completion of all upper-level major course work from an accredited four-year college or university required for a Bachelor’s Degree, or higher, in airport management, business administration, public administration, civil engineering, or other courses related to the work assignments.
And
Experience:
Three years of full-time paid managerial or supervisorial experience in airport management, operations, finance, planning, or construction involving the development of operational programs, policies, and procedures to safely administer aeronautical activities and traveler utilization at a general aviation or major airport.
