Description

Administers programs in the areas of compensation, classification, recruitment, performance evaluations and employee relations. Plans, coordinates, and conducts training programs. Assists the Director of Human Resources in the coordination of disciplinary processes.

Examples of Duties

1. Assists in the development, analysis and administration of the Town's compensation program.


2. Provides budgetary analysis in regards to employee salaries.


3. Analyzes new and existing positions by utilizing current classification procedures to adequately point or place jobs into the pay plan.


4. Assists with the disciplinary process through review of documents and consultation with employees, supervisors, and managers.


5. Provides services in the areas of recruiting and advertising.


6. Coordinates with hiring supervisors regarding budgeted salaries and determining appropriate starting pay.


7. Coordinates interview panels and develops interview questions.


8. Oversees administrative duties delegated to administrative personnel; provides technical supervision of the Administrative Assistant in the areas of accepting, copying, distributing applications, scheduling and administering administrative positions.


9. Manages the employment function to include providing information to prospective employees in the areas of compensation and benefits, work schedules and working conditions; schedules interviews and testing, identifies selected candidates and refers to hiring supervisor. Evaluates applicant's qualifications, work history, education and training, and other related duties.


10. Administers sign-ups for all new employees, assists in presenting the policies and procedures section of New Hire Orientation.


11. Administers employment related tests as necessary.


12. Consults and coordinates on matters of policies, procedures, and business practices in areas such as employment, DOT drug testing regulations, drug testing regulations and drug testing, conflict resolution, and Police and Fire hiring processes.


13. Provides information in interpretation of personnel policies and procedures; conducts surveys and studies; writes policies to comply with new federal and state laws; assists in the development of job descriptions and performs other general personnel and administrative duties.


14. Recommends, modifies, and trains Town personnel on the most efficient and effective employment procedures, identifies and determines causes of personnel problems and develops and presents recommendations for improvement. Coordinates all other training programs, excluding safety programs, for the Town.


15. Participates in developing divisional goals and objectives, files EEO-4 reports, maintains other records, reports, and logs to conform to EEO regulations, conducts research and surveys to gather labor market information, such as prevailing wages, hours, training and employment possibilities to Town jobs.


16. Serves as liaison with employment agencies, advertising vendors, the Town's healthcare provider (for pre-employment physicals, drug screens, and random drug tests) and volunteer agencies.


17. Assists with other Human Resources projects as needed.


18. Adheres to departmental, safety, and personnel polices and procedures.


19. Informs supervisor of all work activities.


20. Performs other duties as assigned.

Minimum Qualifications

A Bachelor's Degree in Human Resources, Business Administration, or a related field is preferred. One or more years of experience in the areas of compensation, recruitment and employee relations are required. Must have a valid Texas driver's license and driving record must be in compliance with Town policy.

Supplemental Information

Must have an extensive working knowledge of federal and state employment and labor laws; EEOC uniform guidelines on employee selection procedures; American with Disabilities (ADA) Employment guidelines; and other personnel law practices. Must have a good working knowledge of skills and ability testing. Must have a extensive working knowledge of computer operations to include word processing (MS Word), and spreadsheet (Excel). Must have excellent organizational skills and good mathematical and statistical skills. Must have excellent communicative skills, both oral and written, to include English usage, spelling, grammar, and punctuation. Bilingual and Sign Language communicative skills are preferred. To perform the essential functions of the job, must be able to understand and carry out oral and written directives; work well under pressure and stress; meet deadlines; perform multiple tasks; prioritize and organize work assignments; make competent decisions and exercise good judgment; and see, hear, talk, and write. Must maintain a pleasant and friendly demeanor at all times and maintain confidentiality of confidential matters. May work weekends, as needed.
