General Statement of Job
Plans, implements, directs and evaluates a comprehensive risk management and loss control program that includes employee benefits, Workers’ Compensation and risk avoidance and indemnification for the county.
Essential Job Functions
Directs personnel functions of the department, to include interviewing, hiring, assignments, training and development, performance evaluation, and discipline.
Analyzes risk and directs the purchase, receipt, review and approval of auto, general liability, property and employees dishonesty insurance and/or self-insurance policies and contracts and health, life and benefits policies:
· Participates in agreement and contract review process established by the Purchasing Department.
· Establishes insurance requirements outlined in Requests for Proposal.
· Reviews and approves Certificates of Insurance issued to the county by vendors.
· Provides management of claims, including attending hearings and mediation.
· Acts as an employee advocate in claim disputes.
Analyzes risk, formulates and implements a plan for Workers’ Compensation coverage to include the purchase of insurance and/or self insurance and the renewal of Workers ’Compensation Administration contracts:
· Administers the review and processing of all injury reports and the monitoring and management of all Workers’ Compensation claims.
· Directs the authorization and coordination of medical care and rehabilitation.
· Monitors administrator’s activities, to include review of all expenses and fees and approval for payment.
Prepares the department budget and annual allocation of risk expenses to all departments.
Monitors the BCC Self-Insurance Internal Service Fund and approves disbursements and recoveries.
Directs, oversees, and coordinates the county safety program to include development of employee training that complies with Federal and State OSHA requirements and coordination of a safety and insurance committee.
Acts as liaison with county attorneys on contracts, claims, and related matters; coordinates settlements with attorneys and approves all payments for damage and injury claims.
Ensures comprehensive regulatory compliance with county, state, and federal policies and procedures for all risk management functions.
Advises the Board, Constitutional Officers, County Administrator and departments on loss control, insurance, self-insurance, contract administration, and claims administration.
Conducts research, procedural and administrative studies; prepares reports and recommends solutions or courses of action regarding risk management issues.
Plans and supervises development and maintenance of databases for an effective risk management information system.
Serves as the county’s Americans with Disabilities Act (ADA) Coordinator for Title II (provision of public services) of the ADA.
Must be able to meet work schedule and attendance standards.
Performs related duties as required.
Minimum Training and Experience
Bachelor’s degree in Business Administration, or closely related field; supplemented by a minimum of seven (7) years progressively responsible experience in the field that provides a solid foundation in all facets of risk management, to include demonstrated skill in contract review. Requires a minimum of three (3) years in a supervisory/management capacity, with primary responsibility for a critical functional area such as Worker’s Compensation, preferably for a municipal or institutional organization; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must be computer literate. Requires a valid driver license. CPCU or ARM designation strongly preferred.
Residency Requirement: Required to maintain permanent resident status in Okaloosa County within three (3) months from date of employment.
Supplemental Information
Physical Requirements: Tasks are essentially sedentary, with periodic walking and standing. Requires the ability to operate modern office equipment, to include computers, copy machines, facsimiles and related peripherals. Must be able to exert a negligible amount of force occasionally to lift, carry, push, pull or otherwise move objects.
Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of records, claims, programs and functions under charge, and mandates and regulations.

Language Ability: Requires ability to read a variety of records, reports, policy and procedure manuals, codes, professional journals, etc., in moderately complex to highly technical terminology. Requires the ability to read, interpret, and develop policy and procedure. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Requires the ability to communicate effectively in Standard English, and in the various professional languages of the county departments, as such relates to risk management functions.
Intelligence: Requires the ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diarammatic form; to make independent judgments; to acquire knowledge of topics related to primary occupation. Requires the application of moderate to long range planning principles and techniques. Requires the application of principles of influence systems and synthesis functions.
Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to issue and follow verbal and written instructions. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job.
Numerical Aptitude: Requires the ability to add and subtract totals; multiply and divide; use decimals and calculate percentages; compute discount, profit and loss, ratio and proportion; interpret graphs.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
Motor Coordination: Requires the ability to coordinate hands and eyes using modern office equipment.
Manual Dexterity: Must have minimal levels of eye/hand/foot coordination.
Color Discrimination: Requires the ability to differentiate colors and shades of color.
Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with frequent deadlines. Requires the ability to exercise consistent tact and courtesy in frequent contact with various professionals, county staff, and the public. Avoids violent behavior and any other type of behavior that could threaten the safety of other employees or the public.
