JOB SUMMARY
Oversees all Purchasing functions.
MINIMUM REQUIREMENTS & ESSENTIAL FUNCTIONS
MINIMUM QUALIFICATIONS AND ABILITIES:
- At least 18 years of age
- U.S. Citizen or possess a current permanent resident card
- Clean criminal history; any arrest history will be individually evaluated.
- No illegal drug usage within the past two years, all other usage will be evaluated on an individual basis.
- Must be able to comprehend and communicate fluently in verbal and written English.
- Bachelor's degree (B.A. or B.S.) from an accredited four-year college or university in Accounting, Management, Business Administration, Economics, or related field plus five (5) years related experience and/or training.
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
- Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Ability to review and approve requests for purchase orders and contract agreements relating to the purchase of goods and services. Maintain existing contracts and agreements and verifies compliance according to conditions or terms. Monitor the status of pending purchase orders to ensure the timely delivery of materials and services.
- Ability to assist with budget development and preparation of agency's budget proposal for the Board of County Commissioners.
- Ability to supervise the processing of requisitions and issuance of purchase orders.
- Ability to coordinate the solicitation of competitive bids for selected commodities and determines the lowest bidder.
- Ability to provide financial data regarding outstanding debts as needed.
- Ability to develop and keep current a purchasing manual for users. Standardize Request for Proposal (RFP), Invitation for Bid (IFB), and contract documents; develop standard terms and conditions for purchase orders and contracts.
- Ability to aid in the development of policy for Fiscal Management.
- Ability to supervise and assign duties to all Purchasing staff according to workload. Analyze, resolve, or assist subordinates in resolving work problems.
- Ability to ensure the purchasing page on the OCSO website is current.
- Ability to assist Fiscal Management and works on special projects as needed.
- Must have the ability to express, apply, and demonstrate thorough knowledge of local, state, and federal legislative, regulatory, and judicial requirements; and Sheriff's Office organizational, operational, and administrative policy and procedures.
- Must possess excellent leadership, supervisory/management, interpersonal, project management, and organization and planning skills.
- Must have knowledge of the negotiation process and governmental procurement laws and regulations. Must have knowledge of contractual methods, contract requirements, and governmental budgetary policies and procedures.
- Must have the ability to utilize discretion and independent judgment in performing essential job functions and by operating independently regarding matters of significance on a daily basis.
- Applicants with body ornamentation (tattoos) shall not have any visible body ornamentation on the head, face, and neck area, which includes the visible skin while wearing a collared uniform shirt with an unbuttoned top button. Employees shall not have any visible body ornamentation located on the hands which is defined as the area from wrist to fingertips; however, a tattoo simulating a wedding ring on the ring finger of the left hand will not be considered excessive as described herein. PREFERRED QUALIFICATIONS AND ABILITIES:- Certified Public Purchasing Officer (CPPO) or Certified Purchasing Manager (CPM) certification preferred.
- Supervisory or managerial experience preferred.
