Description
This is supervisory and administrative work in planning and directing the activities of the City's Clerk-Treasurer Department.
Work requires responsibility for supervising the activities of the following units or programs, often through technical supervisors: Revenue Collection, Fixed Assets, Cemetery, Print Shop, and Records Maintenance. Work involves directing and participating in conducting elections, serving as custodian of city records, attending and keeping record of city council meetings, investing and disbursing city funds, and administers various license ordinances. Work is performed under general direction of the Mayor and City Council, and according to generally accepted accounting principles, fixed asset policies, record retention policies, purchasing manual, and other state laws and local ordinances. Work is reviewed through conferences, reports, and periodic independent audits of records.Essential Duties
Plans, assigns, directs and evaluates the work of all personnel of the department; maintains daily contact with the public; attends the meetings of Council, meets with department heads, and license and appeal board; furnishes information to department heads, private citizens, and organizations.
Certifies records, attests legal documents, and signs checks for disbursement of funds; invests city funds according to state law and city ordinances.
Enforces privilege license, liquor, and bingo ordinances.
Oversees publication of official notices, ordinances, and related matters; conducts elections.
Assists with preparation of annual budget and attends budget meetings; directs and approves the preparation of monthly and annual financial reports.
Prepares special reports and attends special meetings as required by the Mayor and City Council.
MARGINAL FUNCTIONS OF WORK:
Custodian of the City of Huntsville Seal and Public Building Authority Seal.
Attests all deeds, contracts, bonds and other legal documents authorized by the Council; signs minutes if meetings.
Performs related work as required.Minimum Qualifications
Thorough knowledge of the legal requirements relating to the operation of the office of City Clerk-Treasurer.
Thorough knowledge of the modern principles and practices of governmental accounting, investment, records management, and reprographics.
Considerable knowledge of modern office practices and procedures.
Skill in dealing with the public in a pleasant and courteous manner.
Ability to enforce city ordinances in a fair and impartial manner.
Ability to invest city funds according to state law and city ordinances.
Ability to conduct and administer elections according to state and federal law, and city ordinances.
Ability to prepare complete and accurate accounting reports and statements.
Ability to plan, assign, and supervise the work of subordinate personnel.Supplemental Information
Bachelor's Degree from a college or university accredited by a regional accrediting agency recognized by the U.S. Department of Education with major courses in business or public administration; thorough experience in records retention, investment, accounting, or fiscal administration; or any combination of education, training, and experience that demonstrates the above listed knowledge, skills and abilities.
