Position Summary

This position performs a variety of complex research, planning, modeling and analysis projects, primarily around the development, maintenance and improvement of measurement and evaluation methods to assess progress toward meeting regional waste and toxics reduction goals and objectives. This position will also provide technical measurement assistance to division programs and projects, and make policy and program recommendations to management based on technical analyses. This position may serve as a project leader.
 

Appointments are typically made at or near the beginning of the salary range.

Essential Job Duites

  • Conducts research to support waste and toxics reduction program development,  evaluation and improvement.
  • Participates in internal and external work groups. Specific assignments may include leadership of such a group.
  • Develops requests for proposals and manages contracts.
  • Serves as a liaison among policymaking, program and technical staff; committees; public agencies; contractors; and consultants.

Minimum Requirements

A bachelor's degree and three years of experience in an environmental field, project management, program evaluation or public policy development; or any combination of experience and education that provides the applicants with the desired skills, knowledge and ability required to perform the job.
 
Knowledge, skills and abilities: 
  • Ability to develop, organize and coordinate complex projects and studies.
  • Ability to effectively communicate, orally, visually and in writing.
  • Knowledge of waste and toxics reduction issues and programs.
  • Ability to work independently and as part of a team.
  • Ability to conduct statistical analyses.
  • Understanding of the principles and application of lifecycle analyses.
  • Ability to effectively represent Metro at meetings with a variety of stakeholders and elected officials.
  • Ability to assist management in policy analysis and formulation.
  • Ability to lead  teams of professional staff.
  • Ability to use software programs necessary
