Parks Division Manager
(Administrative Manager II)

This recruitment is being held to establish an Open Eligible List to fill OC Community Resources vacancies in this class for this specialty until the next recruitment. OC Community Resources consists of OC Animal Care, OC Community Services, OC Parks, and OC Public Libraries. Our mission is connecting people and resources with a vision of positively transforming lives in Orange County.
As a steward of 60,000 acres of land made up of significant natural and cultural resources, OC Parks manages and operates a system of regional parks, beaches, harbors, trails and historic sites that are places of recreation and enduring value. Annually twelve million visitors enjoy OC Parks' thirteen regional parks, four miles of beaches, five wilderness parks, three nature preserves and seven historical sites. The Park system has an annual budget of $130 million and is managed by 268 full-time staff. THE IMMEDIATE OPPORTUNITY:
OC Parks has three Park Division Managers with responsibilities divided by region, all three positions report to the Deputy Director and currently there is one available position. Each Manager supervises a number of full-time staff typically ranging from approximately 60-90 employees, including multiple direct reports and oversight of a multi-million dollar budget. Successful candidates will be responsible for providing leadership to working groups of County staff, consultants and contractors who are involved in facilities maintenance plus provision of recreation and interpretive programs. Direct and indirect supervision will also include Ranger personnel who are peace officers and possess specific rights under California law.
Parks Division Managers are expected to demonstrate initiative, creativity, and resourcefulness to accomplish OC Parks objectives. Key performance indicators may include, but are not limited to, the number of:
- Park visitors
- Customers participating in programs in parks
- Service agreements with organizations supporting the OC Parks mission
- Staff training, personal development and education hours completed
- Preventable employee or visitor accidents and injuries

THE IDEAL CANDIDATE:
Ideal candidates will be experienced managers/leaders who possess a depth and breadth of portfolio or facility management expertise comparable to an OC Parks Division Manager. This would include having a large scope of responsibility; proven/demonstrated results with a process improvement focus; an inclusive and effective communication style; and substantial management level experience overseeing both internal and external teams.
Although not required, it is desirable that candidates have a related Master's Degree in an area of study such as, but not limited to, Business Administration, Public Administration, Leadership, Organizational Development, Communications, Architecture, Natural Resource Sciences, etc. A Bachelor's Degree in a related area of study is expected.
The successful candidate must possess proven/demonstrated experience:
- Managing multiple facilities and/or open space, or organizations including a complex portfolio of responsibilities
- Being an entrepreneurial leader who demonstrates initiative and can effectively operate within a government structure
- Empowering, mentoring/coaching and overall management of people (staff, contractors, consultants, etc.) with a track record of achieving organizational results
- Demonstrating a positive image of the organization and working effectively with the community in formal and informal settings
- Operating independently, continuously maintaining/building relationships, and understanding when to seek out resources and/or consult with others to gain/share information (has an understanding of the importance of what an effective flow of communication brings to overall results)
- Planning proactively and ensuring his/her area of responsibility is aligned with the long-term organizational vision
- Being accountable for personal performance and goal achievement
- Effectively managing competing priorities while meeting established deadlines
- Continuously conducting a multi-dimensional assessment of overall operations, systems, tools, and approaches
- Strategically implementing measurement tools and systems that are aligned with an organizations' mission
- Driving processes while understanding customer needs
- Keeping up with industry trends to include seeking out and implementing best practices with an emphasis on organizational effectiveness and efficiencies
- Being innovative and creative with a solution focus
ADDITIONAL REQUIREMENTS:
Background Check: All candidates considered for a Parks Division Manager position will be required to successfully pass a background check to the satisfaction of department. The background check may include professional references, criminal check, educational verification (i.e. degree, license, or official transcript), etc.
License Requirement: Parks Division Manager positions require possession of a valid California Driver's license, Class C or higher by date of appointment.
