Administrative Services Manager

(Administrative Manager ll)

The County of Orange, Registrar of Voters, is seeking an Administrative Manager II to serve as the Administration Services Manager. POSITION INFORMATION:

An Administrative Services Manager in the County would be a proven leader and strategic thinker. Provide key input as well as prepare and implement critical elements to the organization.

The Administrative Services Manager in the Registrar of Voters office will oversee administrative functions such as budget, purchasing and human resources, as well as election related responsibilities. The job involves a heavy workload and working long hours, including nights and weekends, especially during election time, which is 120 days before the election to 30 days after.

The Administrative Services Manager will:

  • Manage the purchasing of products and services.

  • Coordinate preparation and monitor the annual budget of approximately $10-15 million.

  • Act as department liaison for all human resources needs.

  • Manage various aspects of election preparation such as hiring plans, poll worker phone bank, Election Day and Night assignments, Election Night volunteers, etc.

  • Write and produce agenda items for Board of Supervisors' approval.

  • Determine election cost estimates and actual costs including candidate statement costs.

  • Oversee invoice processing, fixed assets and Cal Card.

QUALIFYING EXPERIENCE/TRAINING

THE IDEAL CANDIDATE:

Will have a Bachelor's degree or higher in Public Administration, Business Administration or other related field; and over four (4) years of significant experience and understanding in financial management, analytics, and directing information technology activities. Possess a County of Orange Deputy Purchasing Agent (DPA) Certification or ability to obtain certification within the first six months of employment

MINIMUM QUALIFICATIONS:

  • Two years of experience as an Administrative Manager I with the County of Orange, OR Four years of experience directly related to the competencies and attributes noted below. A bachelor's degree in a related field of study may substitute for two years of the required experience.

  • Must speak, understand, and read English.

  • Must have intermediate to expert computer skills.

  • For some positions possession of a valid California driver's license, Class C or higher, may be required by date of appointment.

  • Analyzing cost measures, creating financial monitoring reports and systems, and developing ideas on conserving department and/or organizational resources

  • Recognizing the need for new processes and procedures, providing recommendations for improvements and leading the effort towards effective solutions

  • Considering future organizational impacts when weighing recommendations/decisions

    Interpreting performance measures regarding critical performance data and providing appropriate recommendations based on findings

RECRUITMENT INFORMATION


This recruitment is being held to establish a County-Wide Promotional Eligible List to fill County of Orange vacancies in this class until the next recruitment. This list may also be used to establish separate Agency/Departmental Eligible lists. Although this recruitment is being done to fill a single position in the organization, the list being established may be used to fill similar positions in the County that may be at the same or a lower level. Those candidates whose applications meet the minimum qualifications will be referred to the next step in the selection process.

Selection Process:

Human Resources screens all applications to identify the most qualified candidates for the position based on the skills required to meet the needs of the County.
