RESPONSIBLE TO:      Jointly to UCC Vice President of Instruction and UBC Board of Directors
 
GENERAL DESCRIPTION:
This is a 50/50 shared position between the Small Business Development Center of UCC and the Umpqua Business Center. The position interprets local and state strategic goals, policies, and procedures to create plans, organize, and ensure the development and management of all activities related to UCC's role in small business development. The position advances the Umpqua Business Center's (UBC's) mission and goals thereby ensuring the success of UBC's commitment to supporting economic development by facilitating entrepreneurship and small business development. The position directs, manages, and markets UBC services to Douglas County clients, providing liaison with business-related community and State resource partners and organizations. The position is responsible for managing the incubator facilities and operations by coordinating activities and working collaboratively with tenants, service providers, clients, and the business community.

Essential Functions
UBC
  • Responsible for increasing UBC's visibility and base of public support; develops and executes effective outreach strategies to recruit incubator tenants and client companies providing excellent coaching, consulting, and connections to help client companies grow.
  • Plans, organizes and directs the operations of the UBC, based on best practices identified by the National Business Incubation Association; works with the Board to develop and update the UBC Strategic Plan, work plan, mission, and goals.
  • Manages the business incubator programs including virtual incubation online offerings; identifies problem areas within client.
  • Develops and executes annual budget in conjunction with the UBC planning period, managing resources thoughtfully and effectively. Monitors expenditures and prepares reports to ensure compliance with budgetary and grant guidelines. Works with bookkeeper/accounting firm and Finance Committee to produce accurate financials ensuring compliance with all legal obligations concerning financial management, reporting, grants, taxes, etc.
·        Effectively provides leadership and supervision to staff including mentors, coaches, advisors and volunteers. Supervision includes training, work assignment and review, performance evaluation, and making hiring and disciplinary decisions.
·        Analyzes and maintains an awareness of trends within business incubation as a discipline, and where appropriate, making changes (or as appropriate, recommending changes to the board) in the nature of the services and facilities offered by the program to its clients.
·        Maintains and deepens relationships with current and future funders, including government agencies; develop and implement a successful, diverse fundraising strategy that increases support from foundations, corporate sponsors and donors, and individuals to complement government funding.
·       Develops and implements policies governing the operation of the incubator facility and coordinate facility upkeep and repair with UIUC maintenance and custodial staff to insure the facility is maintained and presentable to the tenants and public at large.
SBDC
  • Plans, organizes and directs the operations of the SBDC.
  • Manages the design of small business educational programs including online offerings, identifies problem areas within small businesses, develops diversified outreach programs, and evaluates impact of program delivery.
  • Develops, recommends, and implements grant budget. Monitors expenditures and prepares reports to ensure compliance with budgetary and grant guidelines.
  • Provides leadership and supervision to a diverse staff including program support staff, advisors, and instructors. Supervision includes training, work assignment and review, performance management, and making hiring and disciplinary recommendations.
·        Works with local business leaders, business organizations, Chambers of Commerce, community leaders and other economic development agencies to promote business development and related services.
·        Consults with SBDC Advisory Board and area bankers, CPA's, attorneys, economic and community development agencies, and local/regional/state agencies to identify and provide technical business assistance.
 
 
Incidental Functions:
·        Provides and coordinates consulting and advisory services to incubator clients, including CEO roundtables, direct consulting, and other programs.
·        Manages an active online / social media presence, continuously expanding online newsletter subscribers, web visitors, Facebook "friends," etc.
·        Initiates surveys and needs assessments to business owners and client companies to identify business development needs. Projects future needs securing funds as necessary to achieve UBC's mission and annual work plan.
·        Works with local business leaders, entrepreneurial clubs and industry groups, business organizations, Chambers of Commerce, community leaders and other economic development agencies to promote entrepreneurial and business development and UBC-related services.
·        Analyzes business development needs in the College's service district by meeting with area businesses, initiates surveys and needs assessments to business owners and area businesses, initiates surveys and needs assessments to business owners and SBDC clients, making presentations to business and industry groups, and ensures that responses to request for service are carried out. Forecasts future needs and recommends strategies for fund development.
·        Assists the State Director in the development of statewide private and public sector initiatives to increase and improve services to the small business community.
·        Facilitates board recruitment, orientation, and development; attend professional development training courses.
·        Participates in the Roseburg Angel Investment Network (RAIN) planning team and the annual conference.
·        Develops, implements, and provides business/technical assistance programs to early stage and start-up companies.
·        Participates on various internal College committees and taskforces.
·        Serves as a member of the Instructional Leadership Team
·        Prepares activity reports to meet local, state and federal requirements as well as institutional needs for reports and recommendations as needed.
·        Carries out all UCC administrative policies pertaining to the position.
·        Develops and revises policies for approval by the College Board as needed and/or directed.
·        Perform other reasonably related duties as assigned.
 

Minimum Qualifications

MINIMUM QUALIFICATIONS:
·        Bachelor's degree in business administration, public or private management, entrepreneurship, or related field or equivalent education and/or experience.
·        A minimum (2) years demonstrated experience of business counseling and providing business/technical assistance to client companies.
·        Experience in educational program management.
·        Experience working with community colleges or universities.
·        Passionate, driven, tenacious and personable with strong commitment to partnerships and collaborations.
·        Minimum of five years of management experience in business or industry and/or business, workforce, economic and/or training development programs.
o   Two of the five management years must be directly related to the marketing, development and/or management of programs to serve the development needs of small business (fewer than five hundred employees).
o   Three of the five years must be experience owning and/or operating a small business including financial planning, marketing, accounting, system analysis, personnel management and/or providing business development, coaching and/or consulting services to small businesses.
