The Position

Whether you prefer working with children, adults, older adults, offenders, homeless clients, or if you wish to work in outpatient settings, the inpatient unit, Psychiatric Emergency Services or the jail--Sonoma County's Mental Health Services Division may have the right job for you. Currently there is a full time position and an extra-help (intermittent/per diem) position vacant in Psychiatric Emergency Services. The full time position is for the midnight to 8:00 a.m. shift. This list will also be used for future full-time, part-time and extra-help vacancies that occur during the active status of this list. (Check the positions in which you are interested in the Supplemental Questionnaire.)

LCSWs and MFTs provide counseling and psychotherapy, related treatment, and case management services to seriously and persistently mentally ill clients and their families. Services are provided to clients in clinic, inpatient, day treatment, and locked maximum security settings. Shift requirements and work schedules will vary according to the needs of the programs, and may include evenings, days, nights, weekends, and/or holidays. Compensation will include premium pay as applicable, including 10% above hourly salary for work in detention facilities, 10% for night shift, and 5% for evening shift. The ability to speak Spanish fluently, in addition to English, is desirable but not required, and carries an additional bilingual premium of 90 cents above hourly salary for qualified incumbents.

INTERMITTENT, EXTRA-HELP EMPLOYEES ARE NOT IN THE CLASSIFIED CIVIL SERVICE AND DO NOT HAVE PROPERTY RIGHTS TO PERMANENTLY ALLOCATED POSITIONS. IN ADDITION, THEY DO NOT RECEIVE ANY EMPLOYEE BENEFITS SUCH AS: MEDICAL, DENTAL, OR LONG-TERM DISABILITY INSURANCE COVERAGE; ACCRUAL OF VACATION AND SICK LEAVE; PARTICIPATION IN THE COUNTY RETIREMENT PROGRAM; OR ELIGIBILITY TO TAKE PROMOTIONAL EXAMINATIONS. INTERMITTENT, EXTRA-HELP EMPLOYEES ARE LIMITED IN THEIR EMPLOYMENT TO A MAXIMUM OF 1,380 HOURS WITHIN ANY TWELVE-MONTH CONSECUTIVE PERIOD.

IMPORTANT

In an effort to mitigate the impact of budget reductions on the County workforce, the County of Sonoma has implemented a program of mandatory time off for the current fiscal year. Most County offices, activities and services will be closed from December 24, 2003 through January 2, 2004. During that period, most County employees will be on a work furlough.

In order to minimize the impact of the unpaid furlough on employees hired after September 2, 2003, a deduction will be withheld each pay period from the date of hire through the pay period ending June 21, 2004. The amount of this deduction will be determined by the employee's regularly allocated work schedule and the number of pay periods remaining in the current fiscal year in order to accomplish a 44-hour (for full-time employees) contribution by June 21, 2004.

Those employees hired after the work furlough occurs, will be subject to a deduction of 2.1 hours per pay period for full-time employees or a pro-rated percentage of 2.1 hours per pay period for part-time employees. The hours accumulated as a result of this deduction shall be used as time off prior to the use of any accumulated vacation leave, by mutual agreement of the employee and their Department Head or designee.

Minimum Qualifications

Education: L.C.S.W. - Possession of a Master's Degree in Social Work.

M.F.T. - Possession of a Master's Degree or above in counseling, psychology, or related field.

Experience: Some post-license experience in mental health is desirable.

License: L.C.S.W. - Possession of a valid Clinical Social Worker's license issued by the State of California.

M.F.T. - Possession of a valid license as a Marriage and Family Therapist.

Knowledge and Abilities

Considerable knowledge of: principles and techniques of individual, family, child and group counseling; principles of crisis intervention, forensic services, school services and child abuse; the social aspects, characteristics, treatment and management of mental and emotional disorders; needs, problems and attitudes of mentally disturbed, socially or economically disadvantaged people, and minorities; the scope and activities of public and private health and welfare agencies; the principles of community mental health.

Knowledge of: client's legal rights; principles and techniques of clinical supervision.

Ability to: develop and maintain the confidence and cooperation of mentally and emotionally disturbed clients to secure pertinent information and to effectively deliver mental health services; establish and maintain effective working relationships with clients and their families, departmental staff, and social agencies; supervise individual and group behavior and provide necessary support; lead and train support staff personnel; analyze situations accurately and make decisions; prepare clear, concise and comprehensive clinical and social case work records, analyze such information, and reach sound decisions on the basis of such information.

Selection Procedure

This selection procedure will consist of an application appraisal (weight 100%). Each application will be thoroughly evaluated for satisfaction of minimum qualifications and relevance of educational course work, training, experience, knowledge, and abilities which relate to this position. Candidates possessing the most appropriate job-related qualifications will be placed on a temporary employment list and referred to the department for consideration.

* Veteran's Preference: Veterans who have served more than six months of consecutive active service in the armed forces of the United States of America may have 5 points added to their final passing score on an open examination if proof of honorable discharge is received prior to each examination. * Appeal of Examination: You may appeal the results of the application appraisal or examination to the Human Resources Director. * Agency Shop: Employees hired into classes represented by the SEIU, ESC, Operating Engineers, DSA, or SCLEA union labor contracts are covered by the Agency Shop provisions which require new employees and certain others to pay an agency shop service fee in lieu of dues. That fee is generally 95% of membership dues, if the employee does not choose to join the union as a member.

COUNTY OF SONOMA BENEFITS: GENERAL

Retirement Plan: Tax deferred contributory system under the County Retirement Act of 1937. Partially integrated with Social Security.

Vacation Leave: Permanent, full-time County employees accrue vacation at the following rates:

1-2 yrs.=10 days 2- 5 yrs.= 12 days 5-10 yrs.= 15 days

10-15 yrs.=19 days 15-20 yrs.=21 days 20-25 yrs.= 23 days

Thereafter=24 days

Sick Leave: 12 days per year with no limit on accumulation. Employees are paid 25% of accumulated sick leave upon voluntary separation or 100% credit at retirement, and may convert up to 3 days/year into cash or compensatory leave if no sick leave is taken.

Holidays: 11 paid fixed holidays per year, plus 8-11 miscellaneous floating holiday hours, granted via compensatory time off.

Insurance: Family vision care and employee long term disability plan is paid by the County. Family dental coverage available at a small employee cost per pay period. Choice of three health plans: County Self-Insured, Kaiser Permanente and an HMO plan. The County's contribution is approximately 86% of the premium for the health plan selected.

A Group Term Life Insurance for the amount of $10,000 is provided at County Cost.

Tuition Reimbursement: Sonoma County provides an excellent tuition reimbursement program for approved job-related training and educational course work.

Deferred Compensation: Two excellent deferred compensation plans with a variety of options are available. Sonoma County makes a contribution for some classes of employees. Employees may make individual contributions from salary to a 457 plan, up to the IRS annual maximum.

Child Care: Employees may participate in the tax exempt Dependent Care Assistance Program. A non-profit child care facility, licensed for 45 children two through five years of age, is located at the County Administration Center.

ADULT SERVICES: Evaluation, treatment, crisis intervention, case management, rehabilitation and support services for clients in residential care and independent living settings.
  • Forensic Assertive Community Treatment (FACT): Focus in on community-based services to non-violent, seriously mentally ill offenders. Services include crisis intervention, medication services, and therapeutic services on an on-going basis. 24-hour response capability.
  • Adult Teams: Multi-disciplinary teams provide case management, rehabilitation, medications and support services for mentally ill adults. Clients are assisted with community integration and maximum recovery.
  • Conditional Release Program (ConRep): Supervision and treatment of judicially committed mentally ill adults. Focus is on assessment, individual and group therapy, medication services and case management.
  • Older Adult Services: Older Adult Team provides assessment, crisis interventions, short-term treatment, and case management services for adults age 60 and older experiencing severe psychiatric symptoms; consultation to families, hospitals, nursing facilities, care homes and agencies.
  • Homeless Services: Integrated services for homeless mentally ill adults included 24/7 mobile outreach, emergency housing, employment services, mental health treatment and support services. Located in Petaluma Regional office.

YOUTH AND FAMILY SERVICES: System of Care for Children and Youth providing assessment, psychotherapeutic treatment, crisis intervention, and case management for children and adolescents in a variety of settings.
  • Children's Crisis Response Team: Specialized assessment and evaluation for children and youth experiencing psychiatric crisis, providing immediate interventions, follow up support, and resource development. Requires flexible scheduling. Staffed 24 hours.
  • Child/Youth Outpatient: Outpatient services to high risk children and youth in need of evaluation, assessment, therapy, medication services, case management and resource development to assist with maintaining the child/youth in the least restrictive environment possible. Requires collaboration with other child-serving agencies.
  • Children's Day Treatment: Group-oriented program in daily operation. Facilitated by a multi-disciplinary staff providing structured, therapeutic activities in an on-going basis to seriously mentally ill children.
  • Child/Youth Detention Services: Mental Health Services for youth confined at Los Guilicos Juvenile Hall and for children placed at Valley of the Moon Children's Home by Child Protective Services. Focus is on crisis intervention, stabilization, psychiatric services, and short-term counseling. Interagency collaboration is essential.

24-HOUR SERVICES: Evaluation, treatment, emergency services and case management in a variety of adult facility-based programs and residential care. Two specialized programs: an outpatient clinic for treating affectively disordered adults and authorizing contract services to Medi-Cal beneficiaries; and an outpatient program for assisting welfare recipients back to work.
  • Forensic Services: Jail mental health services at the Main Adult and North County Detention Facilities with focus on suicide prevention and treatment to seriously mentally ill inmates.
  • Psychiatric Emergency Services: Emergency mental health assessment, counseling and referrals. Screening for all psychiatric inpatient admissions. Staffed 24 hours a day.
  • Acute Inpatient Services: Acute psychiatric inpatient care for adults 18 years or older. Locked, 30-bed unit with both voluntary and involuntary patients.
  • SonomaWORKS: Direct clinical services and case management in Human Services' back-to-work programs for welfare recipients with mental health barriers to obtaining and maintaining employment.
  • Resource Team: Authorize Medi-Cal services for clients seeing fee-for-service contract providers; provide direct care through group, individual and case management services.

REGIONAL MENTAL HEALTH PROGRAMS: Outpatient services for adults, older adults, and/or children located in Petaluma, Guerneville and Cloverdale. THE CENTER FOR HIV PREVENTION AND CARE: Situated in the Public Health Division, employs a multi-disciplinary team composed of physicians, nurse practitioners, nurses, a health educator, pharmacist, a nutritionist, licensed social workers and/or marriage and family therapists to provide assessment, evaluation, treatment, education, emergency services and case management to clients with HIV.
  • The LCSW/MFT, acting as the HIV Clinical Case Manager in a 30-hour a week part-time position, provides psychosocial assessments and psychotherapy, emergency intervention; crisis management; individual, couples and group counseling; substance abuse assessment, intervention and referrals; assists in placement as needed.
