Description

The Supervising Mental Health Clinician for the South County Mental Health Clinic will supervise and coordinate the work of mental health professionals and interns who work with adults with serious mental illness. He/she will participate in program administration, planning and evaluation. Services provided at South County Mental Health Clinic include: medication assessment and management; individual, group and family therapy; psychological assessment; case management; rehabilitation services; and crisis intervention. The Clinic is staffed by a multidisciplinary team which may include psychiatrists, psychologists, psychiatric nurses, social workers and marriage and family therapists. The clinical teams may also include master and doctoral level interns and psychiatric residents. In providing clinical services, team members also relate to peer counselors.

Challenges & Opportunities

· Implement policy at the program level and develop specific program policies and procedures to achieve the goals of the program.

· Oversee all program services and functions.

· Identify strategies for assuring provision of appropriate care while managing a large caseload with finite resources.

· Provide administrative and clinical supervision to program staff.

· Promote evidence based practice modalities within a multidisciplinary team setting.

The Division

The Mental Health Services Division of the Health Services Agency provides comprehensive services to the mentally ill. Priority target populations include Medi-Cal beneficiaries, seriously mentally ill adults and children, older adults at risk of institutionalization, seriously emotionally disturbed children in special education and/or at risk of out-of-home placement, and people of any age in crisis. Services are structured within a recovery oriented community-based system of care.

San Mateo County Mental Health Services has run a managed care program under a federal 1915(b) waiver since 1995. Inpatient and outpatient services for Medi-Cal eligible clients are consolidated into one system with all indigent mental health care. In the most recent renewal of this waiver, all pharmacy and lab costs have been included in the plan. The County is working with the state to explore various forms of reimbursement from the state to counties including case rates for services. The Division has a $70 million budget with 250 staff and many services delivered through contracts.

Qualifications

License: California license in one of the following: 1) Registered Nurse; 2) Clinical Psychologist; 3) Clinical Social Worker; or 4) Marriage and Family Therapist.

Experience and Education: Two years of professional post-graduate experience in a mental health setting. Master's degree in a mental health specialty, such as social work, nursing or clinical counseling.

Ideal Candidate

The Mental Health Services Division is seeking a responsible, innovative leader and skilled clinician. The ideal candidate will possess:

· Knowledge of system of care principles.

· Knowledge of program management techniques and practices.

· Demonstrated expertise and skill in clinical work with adults with serious mental illness.

· Knowledge of evidence based clinical practice modalities, e.g. dialectical behavior therapy, solution focused brief treatment, cognitive behavioral therapy.

· Knowledge of Medi-Cal and Medicare regulations and managed mental health care.

· Strong supervisory/leadership skills which demonstrate an ability to direct and motivate a multi-disciplinary team.

· Strong clinical assessment, diagnostic and evaluation skills.

· Collaborative skills and the ability to establish and maintain productive working relationships with families, other professionals and the public.

· The ability to make sound decisions based on the exercise of judgment and the consideration of all available information.
