Definition

Under general supervision, performs paraprofessional personnel duties to assist in a variety of personnel functions including recruitment and selection, collection, preparation and verification of data for compensation studies, payroll purposes, and other personnel-related reports.

Essential Functions

Administers selected performance and written examinations. Coordinates oral interview examinations by contacting raters and conducting orientations for the interview board. Reviews and evaluates job applications for compliance with established standards. Writes job announcements and interviews prospective employees. Prepares and coordinates job advertisements in newspapers and related publications and coordinates payments with user departments. Maintains up-to-date recruitment resources and develops new sources and methods to attract qualified applicants. Verifies, calculates and inputs data pertaining to employees, classification, compensation, pay incentive and other payroll data on new employees, and separations into the City’s payroll system. Posts employee information online using CalPers automated system. Assists in performing classification and compensation studies by gathering and compiling compensation data, scheduling and attending job audit interviews, and responding to related routine inquiries from employees. Completes salary and benefit surveys solicited by other organizations. Maintains job classification information by tracking classification changes and updating job specification information as needed. Writes memos and letters on a variety of topics to applicants, organizations and employees. Meets with applicants to provide feedback on outcome of exams. Gathers, compiles and evaluates a variety of information and statistical data. May receive, verify, calculate and post information for departmental payroll records. Performs other related functions as assigned.

Requirements

Some experience performing technician level personnel or administrative duties or two years experience performing support staff duties in a personnel office; or any equivalent combination of training and experience which provides the following knowledge, skills and abilities.
Some knowledge of: principles and methods of administrative practices and procedures for recruitment and selection, including recruitment advertising and interviewing, city-wide payroll administration, and general personnel operations.
Skill in: personal computer operation is highly desirable.
Ability to: maintain the confidentiality of sensitive personnel information; maintain accurate records; collect and evaluate data; perform mathematical calculations; prepare reports and correspondence; communicate effectively, both orally and in writing; establish and maintain effective working relationships with employees and the general public.

Bilingual Pay: $175 Primary, $40 Secondary
 
Tuition Reimbursement: $2000 per FY max
 
Dental Insurance max paid by City: $80
 
Health Insurance max paid by City: $1,202.67
 
Life Insurance max paid by City: $20,000 policy, 100% City Paid
 
Long Term Disability max paid by City: 2/3 of first $7500/month, after 60 days. City pays 100% of premium cost.
 
Medical Retirement Subsidy Plan: FY 10-11: City reduced contribution from 1.75% to 1.0% of salary base; FY 11-12, revert back to 1.75%
 
Supplemental Life Insurance: 100% paid by employee
 
Vision Insurance: 100% paid by employee
 
Bereavement:  3 working days; 16 additional hours if employee must travel over 500 miles; charged to Personal Necessity (PN)
 
Holidays: 96 hours
 
Sick Leave: 96 hours
 
Vacation & Longevity Vacation:  80 hours per year (1-2 yrs), 120 hours per year (3-5 yrs), 124-160 hours per yr (6-15 yrs), 168-200 hours per yr (16-20 yrs)

Miscellaneous Employees RETIREMENT FORMULA: 2.7% @ 55
Miscellaneous Employees: EMPLOYER RATE: 12.78%
Miscellaneous Employees: EMPLOYEE RATE (City pays for EE): 8%
Miscellaneous Employees: EMPLOYEE CONTRIBUTION (towards Employer's Cost): 7.3%
