Job Description

Incumbents are members of a human resource office and typically have a direct line relationship to a Human Resource Manager or Director. An incumbent in this job performs human resource functions in any of the following areas: recruitment, personnel selection, training, classification, benefits, payroll and employee relations. Incumbents may coordinate projects or functions related to Human Resource activities or programs. Analysts interpret and insure compliance with law, rules, policy, regulation or business practices. Works under direct supervision and at a level of responsibility which may require consultation with other senior human resource professionals in carrying out some assigned tasks. Incumbent works independently in performing routine to moderately difficult assignments. An incumbent in this job also may mentor or functionally supervise Human Resource Technicians

Pursuant to Utah Code §§ 4-41-107 and 26-61a-111, this job includes duties that arise from or directly relate to the Utah Medical Cannabis Act.  Duties may require conduct which is in violation of the criminal laws of the United States with respect to the manufacture, sale, or distribution of cannabis.  As a condition of employment, candidates who are selected to fill this position will be required to sign an Acceptance of Duties Under the Medical Cannabis Act Acknowledgment Form. 

Examples of Duties

 


  • Performs recruitment by conducting job analysis, preparing recruitment announcements, performing database searches, screening applicants, providing job-related test development and administration.
     
  • Performs job or position classification by conducting or reviewing job/position analyses, gathering organizational and other applicable information, preparing job descriptions and formulating a classification recommendation or decision.
     
  • Coordinates and/or acts as a liaison between agency or work unit and other agencies, work units, organizations, suppliers, etc.
     
  • Performs employee relations functions and works pro-actively with managers and supervisors to develop strategies for the resolution of human resource problems such as inappropriate employee behavior and special performance issues, etc.
     
  • Ensures compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines, etc.
     
  • Interprets, clarifies, explains and applies agency policy and procedures, business practices, federal or state laws and regulations, etc.
     
  • Designs and/or prepares training/instructional materials, teaching aids and devices.
     
  • Receives, researches and responds to incoming questions or complaints; provides information, explains policy and procedures, and/or facilitates a resolution.
     
  • Facilitates/Chairs work groups, teams, and/or meetings. Creates a positive environment, evaluates group processes, recommends solutions or alternatives, etc.
     
  • Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations.
     
  • Ensures that agency and/or state records are properly classified, processed and controlled.
     
  • Prepare and/or process documents; review for accuracy and completeness; update information and/or evaluate against policy; compare elements for consistency or logical relationships, etc.
     
  • Lead or functionally supervise staff; delegate work assignments, monitor/review quality of work, schedule staff, provide technical assistance or training, and/or provide input on performance appraisal, hiring and discipline.
     
  • Coordinates employee benefits with providers and others.
     
  • Reviews and audits payroll edit reports; identifies errors and returns reports for corrections; audits final summary reports.
