Definition

Position Description:  Appraisal Technician

Service Type:  Classified – Range L

Definition: Under the general direction and supervision of the residential appraisal manager or designee, the appraisal technician performs real property inspections, data collection, obtains construction costs, and estimates observed quality, condition and components for a variety of residential real properties within the Kenai Peninsula Borough boundaries.  The appraisal technician conducts various field surveys and assists the real property appraisers in the valuation (assessment) process and in the development of standards for field inspections pertaining to the quality and classification of various residential real properties.

 

This is an entry-level position in the field of real property appraising with emphasis on the inventory and classification of real property improvements and land features through field inspections.

 

Other Functions:

 

1. Other related duties as assigned.

 

2. Successful completion of continuing education instruction.

 

 

Physical Demands:  While performing the duties of this job, the employee is frequently required to communicate orally; regularly required to sit and to use hands and fingers dexterously to operate office equipment, cameras, measuring tapes, property files, and small tools; occasionally transport up to 50 pounds; reach with hands and arms, and stand and walk (at times on uneven or icy ground).  This position requires the ability to access non-road accessible land within the Kenai Peninsula Borough during all times of the year, using four-wheeler, ATV, snow machine, snowshoes, etc.  Specific vision abilities required include close vision and the ability to adjust focus.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

 

 

Minimum Qualifications

Essential Functions:

1. Performs real property improvement measurements, photos, field inspections, investigations and surveys.

2. Provides assistance to the real property appraisal staff in the performance of real property appraisals.

3. Records, collects, documents and maintains real property sales.

4. Prepares limited and routine real property reports and records. 

5. Records, collects and documents construction cost data.

6. Gathers data pertaining to observed quality, condition and classification of residential real property.

7. Represents the department and the Kenai Peninsula Borough, at-large, in frequent contact with property owners and the general public.

8. Travel, including some overnight trips.

9. Works in a limited capacity with computerized appraisal systems and equipment as required.

Essential Functions

Minimum Qualifications:  High school or GED; at least two years of experience in appraisal, real estate, construction, or related trades.  Must have a valid Alaska driver's license to perform all job functions, and the availability of a personal vehicle are required.

Insurance
Spouse - $80 per month effective January 1, 2011.
 
Children - $28 per child, per month, effective January 1, 2011.
 
Employees - Effective July 1, 2012 – Employee health care coverage premium paid by Employer.
 
Coverage begins on the date of hire to a regular position. The program includes medical, prescription, dental and vision. Supplemental policies are available through Colonial Life and pre-tax optional flexible benefits are available through Flex-Plan Services.
 
A Lincoln National life insurance policy is provided for all regular status employees in an amount equal to the employee's annual salary rounded to the next higher multiple of $1,000. A $2,000 policy is provided for the employee's spouse and eligible dependents. Additional optional employee and spousal life insurance coverage is available to regular employees at the employee's expense.
 
Leave Benefits 
Personal Leave: Employee accrues 6.4616 hours per pay period which totals approximately 4 weeks per year for the first two years. After two, five, and ten years the amount of personal leave increases on a set schedule. Employees who are overtime exempt under the Fair Labor Standards Act, will receive up to 160 hours of administrative leave per year, as earned, to be used just like annual leave.
 
Holidays: Ten scheduled holidays plus two floating holidays. Additionally, Christmas Eve shall be considered a paid holiday if Christmas falls on a Tuesday, Wednesday, Thursday, or Friday.
 
Retirement
Regular employees become members of the State of Alaska Public Employees Retirement System (PERS). This is a defined contribution plan with the employee contributing 8% of salary on a pre-tax basis.
 
Employees who were previously in the PERS system will fall under the previous rules.

Employee and employer each make 7.65% contribution for FICA (Social Security/Medicare).
 
An optional employee funded deferred compensation program is available.
 
Union: $100 initiation fee withheld at $12.50 per pay period until paid with member dues of $49.83 per month. (Service fee payer $48.75 per month and religious exemption $48.75 per month charitable contribution).
