Description

General Statement of Duties: Performs a wide range of technical, professional, administrative, and management duties involving human resources programs and services.

 

Supervision: Supervision is received from the department manager primarily by review of completed tasks. Selection of methods and means is at the discretion of the employee subject to City policy, objectives and budgets. Supervision of intermittent support positions may be required.

 

Examples of Duties

Essential Job Duties:

 

  • style="font-family: Times New Roman;">Manages the employee benefits program including: (1) Section 125 cafeteria-style benefits plan. Keeps up-to-date with IRS regulations and guidance related to the plan including those affecting the City’s flexible spending account programs. Ensures compliance with required regulations including discrimination requirements, suggesting and implementing changes and modifications to plan documents and procedures as required. (2) Approves and processes claims for reimbursement under the self-administered, self-funded Health Care and Dependent Care Flexible Spending Account programs. Serves as the HIPAA Privacy Officer; (3) Coordinates the annual open enrollment for employee benefits, communicates changes in benefits to employees, works with insurance vendors to comply with underwriting requirements and implement changes. Orients new employees to the benefit programs ensuring timely enrollment in the various programs. Schedules appointments with various benefit providers for on-site visits. (4) Monitors unemployment claims for accuracy, responding on behalf of the City, as needed, to inquiries from the Department of Employment Security. (5) Tracks Family Medical Leave Act use, sends activation and cessation letters; maintains sick leave donation program, calculates donations, sends confirmation notices; coordinates annual sick leave cashout program, determines eligibility and cashout amounts. (6) Manages the City’s worker’s compensation program, working with third-party vendor when necessary. Maintains required OSHA logs. Coordinates return-to-work efforts with departments as needed; (7) Serves as the Commute Trip Reduction (CTR) Coordinator; responsible for annual reporting and program compliance; maintains enrollment for incentive program; serves as jurisdictional representative on county-wide CTR steering committee.
  • style="font-size: small;"> style="font-family: Times New Roman;">Explains and interprets City policy, as needed, for all levels of employees. Maintain consistency with supervisor in application and interpretation of policy.
  • style="font-size: small;"> style="font-family: Times New Roman;">Manages the City’s employee safety program by: (1) conducting annual audiograms for employees with workplace noise exposure. Maintains certification through the Council for Accreditation in Occupational Hearing Conservation. Schedules employees for baseline, annual and re-takes as needed. Refers patients to audiologist for evaluation when necessary. Conducts workplace noise assessments using sound level meter and/or noise dosimeter as needed; (2)          Serving as designated first responder for emergency situations at City Hall.; (3) Planning and conducting safety meetings; and (4) Reviewing and revising city safety policies and procedures.
  • style="font-size: small;"> style="font-family: Times New Roman;">Acquires information as the subject matter expert in the human resources specialty areas of benefit and safety administration, including taxation of employee benefits. Coordinates with accounts payable for taxability of  fringe benefit purchases for employees. Consults with managers and employees; conducts detailed research; assists or drafts ordinances and policy documents in areas of expertise as needed.
  • style="font-size: small;"> style="font-family: Times New Roman;">Assists the department manager by preparing or participating in drafting of recruitment announcements; applicant screening, selection interviews; gathering information and modifying documents pertaining to employee classification and pay; conducting research for labor negotiations and/or employee benefit activities; assisting with civil service testing and administration; and assisting with various safety program activities and reports.
  • style="font-size: small;"> style="font-family: Times New Roman;">Conducts new hire hazard communication orientation; coordinates schedules and attendance tracking for City-wide training efforts.
  • style="font-size: small;"> style="font-family: Times New Roman;">Responsible for organization of overall office procedures for timely completion of routine and specialized tasks. Coordinates annual employee recognition breakfast.
  • style="font-size: small;"> style="font-family: Times New Roman;">Coordinates the preparation of correspondence and reports for supervisor's signature or under own signature; may sign correspondence as supervisor's representative when appropriate. Prepares new employee orientation packets and exit interview packets. 
  • style="font-size: small;"> style="font-family: Times New Roman;">Receives and screens public by telephone and in person; answers questions or provides information to public, referring to appropriate staff member where necessary; makes appointments and arranges meetings. Responds to verification of employment inquiries. 
  • style="font-size: small;"> style="font-family: Times New Roman;">Evaluates office and administrative functions; develops and implements major changes in office procedures.
  • style="font-size: small;"> style="font-family: Times New Roman;">Sets up and maintains numerical and alphabetical departmental files, ensuring confidentiality where required. Maintains required employment posters in compliance with regulations. 
  • style="font-size: small;"> style="font-family: Times New Roman;">Maintains record of departmental and/or project expenditures; codes expenditures for payment. Develops department budget documents and effectively recommends budget priorities in selected areas.
  • style="font-size: small;"> style="font-family: Times New Roman;">May supervise and train subordinates to assure office work flow is maintained, including establishment and review of work methods and product.
  • style="font-size: small;"> style="font-family: Times New Roman;">Maintains the City’s Domestic Partnership Registry. Receives applications and notices of dissolutions, issues certificates of domestic partnership as needed.
  • style="font-size: small;">Performs other duties as required.

: Thorough knowledge of principles and practices of human resources management. General knowledge of modern office practices, procedures and equipment, business English and letter writing, punctuation, spelling and arithmetic


Abilities
: Ability to: acquire and maintain current expertise in the practices, policies, rules and laws related to benefit and safety administration; understand and follow oral instruction of a complex nature; operate a variety of office machines and computers rapidly and accurately; prepare complex correspondence, human resources documents and reports; maintain effective public relations with general public and fellow employees; participate in or design effective job interviews; establish and maintain effective office management practices; and work independently and prioritize tasks.


Minimum Qualifications
: Bachelor’s degree in a related field and three years of human resources experience at the professional level or any equivalent combination of education and experience. Certified Occupational Hearing Conservationist through the Council for Accreditation in Occupational Hearing Conservation, or ability to obtain within three months of employment.

Preferred Qualifications:
 Bachelor's degree in human resources management   or public administration and Six years of related, governmental human resources experience. Certification as Safety and Health Specialist and as Employee Benefit Specialist.


style="font-size: small;">Working Conditions: Positions in this class require regular attendance and are located in an office setting. Normal working conditions include repeated keyboard operations, long periods of sitting at a defined work station, occasional lifting of objects up to 20 lbs, mobility within a building and exposure to numerous, distractions, noises and interruptions.
