Introduction

Serves as supervisor over the activities of the Water and or Wastewater  Maintenance Group responsible for the repair, maintenance and operation of complex equipment such as chlorinators, water and wastewater pumps and chemical feeders essential to the operation of water and wastewater  facilities. 

Minimum Qualifications

Education and Experience:
A high school diploma or GED equivalent is required. Any combination of experience and education equivalent to five years of skilled experience at a journeyman's level in the maintenance and repair of complex equipment related to water and wastewater treatment systems.  At least 2 years of supervisory experience.  Technical or trade training in mechanical and electrical work is perferred. 

Licensing and Other Requirements:
A valid driver license with no major driving citations in the last 39 months may be required.
Must have a Grade II Level Certification in water or wastewater treatment or water distribution or wastewater collections from the Arizona Department of Environmental Quality is required at the time of hire or promotion
Other pertinent licenses and/or certifications may be required of some positions depending on department/section assignment.

Knowledge, Skills and Abilities
 Knowledge of:

Requirements of Department of Transportation (DOT) Federal Motor Carrier Safety Administration (FMCSA) regulations, relating to CDL license holders in the performance of safety-sensitive functions and the use and/or misuse of alcohol and controlled substances.
Skilled maintenance and repair of water and wastewater treatment systems.
Microsoft Windows Office products.

Ability to:
Prepare accurate and detailed reports related to the improvement or repair of critical facility equipment. 
Read and understand construction and shop schematics and other detailed drawings related to the facility equipment. 
Meet all Arizona Department of OSHA guidelines related to water and wastewater treatment facilities.
Communicate with the public in the explanation of Federal, State and Local regulations and requirements.
Prioritize schedule and work tasks for others and complete work within specified time periods and deadlines.
Make mathematical calculations and draw logical conclusions.
Listen, communicate and work effectively with a diverse group of people.
Proficiently perform computerized word processing, comprehension, summarizing and writing/editing.
Attend or conduct various meetings as needed.
Supervise and coordinate the activities of the staff as assigned, including training, scheduling, hiring decisions, written performance evaluations and possible disciplinary actions.
Observe, review and check the work of staff members to ensure conformance to standards.
Establish and maintain effective working relationships with co-workers, supervisors and the general public.
Complete required OSHA/Safety Training as required.
 

Essential Functions

Performs duties and responsibilities commensurate with assigned functional area within a department(s) which may include, but are not limited to, any combination of the following tasks:

• Performs journeyman level repair and maintenance on all types of valves, pumps and equipment including chlorinators, evaporators, electric and hydraulic valves, blowers and fans.
• Works with engineering and administration level personnel regarding installation of new or replacement equipment and coordinates mechanical preventative maintenance and repairs with plant operations personnel.
• Plans, organizes and schedules preventive maintenance such as greasing, lubing, oil changes, re-packing or replacing seals or bearing, chain or gear adjustments.
• Maintains computerized maintenance management system covering various equipment related to large, complex water and wastewater treatment systems.
• Oversees fabrications and upgrades such as stairs, railings, tank installations, plumbing and piping within the facilities.
• Supervises and coordinates the activities of the water maintenance staff including training, scheduling, hiring decisions and written performance evaluations; works with employees to correct deficiencies and implements discipline procedures.
• Determines and specifies maintenance and repair requirements to ensure safe and efficient operation. 
• Develops and maintains technical regulations pertaining to the operation of equipment such as temperatures, pressures, flow rates, operational sequences, service and shutdowns.  Prepares reports and documentation on work progress and proposed changes.
• Initializes the ordering of materials, maintenance supplies and new equipment from outside vendors.
• Prepares and submits reports of activities and findings.
• Performs other duties as assigned.

- Most work is performed in plant/field settings, with occasional work done in an office environment.
- Operate a variety of equipment and machinery requiring continuous or repetitive arm and hand movements.
- Access paved, gravel or turf areas.
- Clean and care for tools and equipment; perform minor repairs on equipment.
- Visual and muscular dexterity to operate a motor vehicle, equipment, hand tools, computer and two-way radio.
- Moderate exposure to dust, noise, inclement weather, temperature extremes and unpleasant odors.
- Move and lift heavy objects (50 pounds or more) both short and long distances.
- Walk up and down stairs, climb ladders and walk over rough terrain.
- Operate motor vehicle to travel to/from various City locations. 
- Work irregular hours and respond to plant emergencies as needed.
- Work rotating weekend shifts, holidays and a call-out schedule.
