Essential Job Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES: Note: AllCity of Fayetteville supervisory positions require the employee to demonstrate leadership competencies by exhibiting appropriate role modeling, and setting proper examples. In addition, all City of Fayetteville positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of his or her own team), and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following:
 
  1. Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City’s policies and applicable laws.
2.      Plan, administer and supervise the city parks’ maintenance operations. This will include providing leadership for all park maintenance employees in developing schedules and maintenance plans for the division. 
  1. Responsible for the maintenance of the City’s aquatic facilities. Provide the division with support or coordination for the aquatic facilities by responding to problems and providing responsible solutions to maintaining these facilities in the best operating condition.
  2. Responsible for maintaining the division safety program. This includes providing programming for monthly safety meetings, reviewing accidents and proactively examining equipment and equipment needs in order to maintain safe working practices.
  3. Provide leadership and assist Parks Division crew leaders with scheduling of crews and equipment in an efficient manner. Responsible for the oversight of Forestry, Turf, Grounds and Ball field Maintenance crews.
  4. Direct oversight of the following divisions within the Parks Department, grounds maintenance, athletic field maintenance, turf maintenance, forestry services and facility maintenance. 
  5. Assist with inspection of all park facilities including but not limited to buildings, playgrounds, and other park features.
  6. Develop, implement, and administer effective long and short range systems for preventative maintenance, worker and workplace safety, hazardous material use, scheduling, and work organization.
  7.  Travel frequently to work sites to inspect, supervise, monitor, train, correct, gather information, and make recommendations.
  8. Provide assistance to the turf maintenance specialist by developing athletic fields to their maximum potential. Develop and maintain vegetative management program. .
  9. Provide supervision of all park maintenance operations staff and provide assistance with the evaluation of personnel.
  10. Be available to handle on call emergencies when on call staff is unavailable or as required to supplement or facilitate park projects, events or emergencies.
  11. Prepare and submit purchase requests for the crews and projects. Purchase supplies, tools, equipment, safety devices, and other necessary items as needed. Coordinate projects and equipment use with other city divisions.
  12. Perform other duties as assigned.

Secondary Job Duties

  1. Assist with management and development of the annual maintenance budget.
  2. Secondary duties as assigned.

Minimum Qualifications

  1. High School diploma or GED and three years experience in grounds/facility maintenance or related experience. Bachelor’s degree in agriculture, agronomy, park management, landscape architecture, turf management, or horticulture is preferred.
  2. Possession of a valid Arkansas driver’s license.
  3. Must successfully pass criminal background check for felonies, theft offenses and/or any conviction, no contest or guilty plea that would qualify to prevent a person from obtaining an Arkansas teaching certificate.
  4. Possession of Commercial Pesticide Applicator certification, Private Nutrient Applicator certification, Certified Pool Operator and Certified Playground Inspector (NRPA) are preferred.
  5. Effectively communicate with others orally and in writing.
  6. Possess a working knowledge of the equipment used as well as the mechanical ability to perform preventive maintenance on the various type of equipment such as backhoe, tractor, bobcat skid loader, dump truck, and front end loader.
  7. Ability to work with and apply mathematical concepts such as fundamentals of plane and solid geometry, fractions, percentages, ratios, and proportions to practical situations.
  8. Use of a personal computer, standard office equipment, common hand tools, small utility and passenger vehicles, mowers, weed-eaters, tractors, loaders, forklifts, tractor attachments and implements, specialty meters, gauges, and locaters, hand held radios, common power tools, cell phone/PDA and ATV’s.
  9. While performing the functions of this job, the employee is regularly required to communicate effectively in person and on the phone. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move 40 pounds and occasionally lift and/or move up to 100 pounds.
  10. While performing the functions of this job, the employee is occasionally exposed to moving mechanical parts; high, precarious places, fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; and risk of vibration.
