Job Summary

This is technical work in the accounting field maintaining, processing, and verifying financial transactions. Check financial records, process expenses and invoices, complete tax returns/ forms, balances accounts, handle checks and banking (receivables), help prepare audited accounts, keep accurate financial records.

Essential Functions

1.     Provides administrative, bookkeeping and accounting support - by performing a wide variety of tasks including reconciliations, preparation of reports, filing of excise tax returns, printing of checks for accounts payable and payroll, upload of bank reconciliation data to system; responsibility for depositing all checks and cash received by the Authority and then recording, balancing, and upload to accounting system; verifying travel and mileage reimbursements requiring knowledge of policy and procedure for travel and training.

2.     Processes invoices, purchase orders, and check requests for payment; reviews invoices and printed checks prior to mailing for accuracy; prepares reports and balances accounts payable accounts to the general ledger; processes sale tax affidavits through accounts payable; logs and numbers employee training seminar and conference requests; prepares data for scanning; makes bank deposits. 

3.     Provides a variety of accounting support; performs bank reconciliations; reviews and ensures the financial status of each property and  enters data into accounting software for bond financed developments provided by various management companies; prepares monthly monetary transaction report for the department director to present to the board; files, maintains, and archives statements and management companies’ payroll/accounts payable data; serves as the back up to program specialist for accounting-related functions.

 

4.     Records daily cash receipts and retro payments; provides property owners with a high degree of customer service by retrieving records and updating account information;  works with field offices to research tenant payments; provides documentation prior to refund of tenant payments; process and voids checks; files and stores records; reconciles accounts receivable accounts.

5.     Enters data into the general ledger system and checks for accuracy of entries; makes adjustments in the accounts payable portion of the general ledger; performs month-end and year-end closings; verifies the accuracy of payments and posts changes to tenant accounts; processes documents to be sent to collection agency.

Qualifications and Competencies

Work requires a high school diploma and three to five years similar experience, or an equivalent combination of education and experience.

Work requires knowledge of general rules and procedures regarding cash receipting, accounts receivable and payable processing, processing of payments payrolls and related financial transactions; methods, practices, documents and terminology used in processing accounting transactions and financial recordkeeping; standard office practices and procedures; uses and operations of spreadsheet and other standard business software.

 

Work requires the ability to operate a computer, calculator and other standard office equipment; learn the Authority’s general ledger system and associated practices and procedures for processing accounting information and interpreting input and output data; utilize spreadsheet and other standard financial and business software to carry out assigned responsibilities; organize, prioritize, and exercise sound judgment in accordance with laws, rules, regulations and department procedures; perform data entry, make calculations and tabulations and review fiscal and related documents accurately; understand and carry out written and oral instructions; prepare clear and accurate financial records and reports; work effectively and courteously with Authority employees, officials of taxing and other authorities and agencies, and others encountered in the course of work.

  

Work Environment

Work is performed primarily in an office environment.  Incumbents frequently use standard office equipment including personal computers, telephone and related equipment and may drive a vehicle on Authority business.

 

Valid driver’s license and acceptable driving record at time of appointment and throughout employment in this position.
