Essential Job Duties

Under general supervision, performs a variety of analytical and administrative tasks and special projects related to the Central Services Unit. Administers and monitors the Purchase Card Program, Rideshare and Business Contracting Opportunities (BCO) Programs. Monitors federal, state and local legislation and analyzes proposed legislation. Provides extensive research and analysis of data and compiles recommendations. Develops policies, procedures, training manuals, presentations and forms. Conducts staff training for Commission operations. Participates in the development, implementation, and evaluation of new or revised programs, systems, procedures and methods of operation. Monitors compliance with contract and procurement processes. Represents the Commission at events and vendor shows for BCO outreach and acts as the Small Business liaison. Represents the Unit on various committees and at meetings for program development. The availability to attend evening and weekend meetings is required. Regular attendance is an essential job function. Lifting or carrying materials up to 25 pounds is a necessary job function. Performs other related duties as assigned.

Desirable Qualifications

Education or training equivalent to graduation from a four-year college or university and two years of related experience is preferred. Relative professional experience may be substituted in lieu of a degree. Candidates should have excellent writing skills, outstanding analytical skills and must be able to communicate complex ideas effectively, both orally and in writing. Candidates should possess the ability to independently perform special studies and other assignments involving the collection, organization and analysis of data; plan and carry out other assignments with minimal supervision; and maintain cooperative working relationships with staff and other agencies. Knowledge of government procurement and experience researching government regulations is highly desirable. The ability to use a PC and working knowledge of the MS Office Suite is required.

Possession of a valid California Driver’s License, a satisfactory driving record, and a reliable insured vehicle are required. This is a grant funded position. Continuation of employment is contingent upon continued funding.

Division management will establish and implement screening criteria to comparatively and fairly evaluate the qualifications of all applicants, based on the application materials submitted and the needs of the Division. Only those applications, whose qualifications most closely meet the needs of the Division, will be invited for an interview appraisal, software skills testing and written exercise. As a regular full time employee you will receive the following benefits paid by the Commission:

* Eleven paid holidays

* One (8 hour) floating holiday (must be utilized by December 31)

* Paid jury duty and witness leave up to 176 hours per year

* Paid bereavement leave up to three days is permitted in the event of death of an immediate family member

* 80 hours of annual leave subject to the conditions

In addition to the above, the Commission's Flexible Benefits Plan are authorized under Section 125 of the Internal Revenue Code, and permits employees to use pre-tax dollars to pay for their portion of the cost of benefits under the Plan through "Salary Redirection" arrangements.

As part of this plan the Commission will contribute the greater of $903.00 or the following percentage of the employee's monthly salary based on years of services, effective on the first (1st) of the month following the completion of two (2) full months of compensated services:

0 – 4 years of service 14.5% of monthly salary

5 – 9 years of service 17.0% of monthly salary

10 years of service 17.4% of monthly salary

11 years of service 17.8% of monthly salary

12 years of service 18.2% of monthly salary

13 years of service 18.6% of monthly salary

14 or more years of service 19.0% of monthly salary
