VACANCY

Under direction, to perform skilled technical work at crime scenes and in the police lab to detect, collect, preserve, photograph, and identify physical evidence related to criminal cases.

MINIMUM QUALIFICATIONS

Education and Experience
Equivalent to two years of college with course work in criminal justice or a related field or completion of a forensic certification program. Two years of experience in detection, collection, preservation, photographing, fingerprinting, and identification of evidence associated with crime scenes. 
 
License or Certificate
Possession of, or ability to obtain, an appropriate, valid driver's license.

Knowledge of: Principles of crime scene investigation.  Pertinent Federal, State, and local laws, codes and regulations. General law enforcement codes, practices and methods. Modern office procedures, methods and computer equipment. Criminal justice system and the processing of informa­tion throughout the system. Fingerprint practices, techniques, classification, records and equipment. Photographic and video equipment and methods including printing, developing and enlarging negatives. Evidence collection and processing using a variety of technical equipment, materials, and processes. Safe driving principles and practices. Skill to: Operate technical crime scene and laboratory equipment. Operate modern office equipment including computer equipment and software. Operate a motor vehicle safely. Ability to: Perform a variety of forensic laboratory procedures. Prepare clear and concise reports. Read, understand, and apply technical and legal documents. Interpret and explain Pomona police records policies and procedures. Take accurate measurements. Produce photography and videotape products which are acceptable evidence in legal proceedings. Testify clearly and accurately in court as an expert witness.   Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

ESSENTIAL DUTIES

Identify, document, collect, process, and preserve crime scenes and evidence within crime scenes. Operate technical equipment including alternate light source, argon laser, camera, video equipment, and AFIS system. Photograph crime scenes, evidence, victims, and suspects; prepare photo displays. Utilize current techniques to identify, preserve, and collect latent prints; compare and identify fingerprints; fingerprint suspects, prisoners and corpses; maintain filing systems; utilize an AFIS terminal to perform database searches to assist in the identification of suspects; prepare fingerprint displays. Collect, photograph, preserve, identify and perform basic analysis of blood, ballistic, narcotic and other types of physical evidence; perform physical match comparisons. Prepare castings or moulages of tire impressions, foot impressions, hand impressions, tool and other type impressions.   Process evidence in the laboratory using special powders, chemical solutions, forensic light sources, and various cameras, lenses, and filters in order to develop and preserve evidence. Prepare scale diagrams, charts, displays, and other exhibits for professional court presentations. Provide expert testimony in court on matters related to identification of evidence. Perform related duties and responsibilities as assigned. 

SPECIAL REQUIREMENTS & EXAMINATION PROCEDURE

Essential duties require the following physical skills and work environment:
Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift up to 50 lbs.; exposure to noise, outdoors, confining work space, chemicals, blood borne pathogens, virus, disease, and mechanical hazards; ability to travel to different sites and locations; availability for shift work, on-call, stand-by, and emergency call.

The City of Pomona offers a comprehensive benefit package to the Pomona Public Employees' Association (PCEA) members.

PCEA employees serve a 6-month probationary period, except Police Dispatchers serve a 12-month probationary period. The Salary Scale Plan is com
posed of five steps. Merit step increases are based on meets standards performance. 



WORK SCHEDULE: Most PCEA employees work a 4/9.5  work schedule. Typical work days are Monday through Thursday, with City Hall being closed every Friday. Library Employees work four (4) 8.5 hours per day and one (1) 4 hour day. In order to maintain service to the public, departmental effectiveness, productivity and/or efficiency, a Department Director may assign an employee a different work schedule that is in compliance with the requirements of FLSA with Human Resources and PCEA approval.

RETIREMENT BENEFITS: Provided by the California Public Employee’s Retirement System. Every regular employee becomes a member immediately upon employment. The City pays the employee's 7% portion of the retirement contribution rate. Pomona has a 2% @ 55 benefit plan. City of Pomona employees do not contribute into Social Security.

PAID HOLIDAYS: 11 paid holidays & 2 floating holidays are provided per year.

VACATION LEAVE:  

  • 1-4 years = 80 hours
  • 5-9 years = 160 hours
  • 10-14 years = 184 hours
  • 15 years = 200 hours
  • Extending through the 20th year, employee shall accrue 8 hours of additional vacation leave per year with a maximum accrual of 240 hours per year.

SICK LEAVE:  12 days per year (prorated if on any leave without pay).

GROUP INSURANCE PROGRAMS are available to eligible City employees. These programs include medical, dental, vision, long-term disability, life and accidental death and dismemberment insurances. 

  • HEALTH INSURANCE: $700 per month; cash-in-lieu program available.
  • DENTAL: $75 per month.
  • VISION: Voluntary participation by the employee. 
  • LONG TERM DISABILITY INSURANCE: 66 2/3 of base salary for a maximum of 2 years after 60 days.
  • LIFE INSURANCE: $15,000 policy plus AD&D.

EDUCATIONAL INCENTIVE PLAN available for eligible employees to develop their knowledge and abilities.

  • TUITION REIMBURSEMENT: $500 per year. 

DEFERRED COMPENSATION: A voluntary deferred compensation 457 plan is available.

FLEXIBLE SPENDING ACCOUNTS are available where employees use pre-tax salary to pay for regular child care, adult dependent care and/or medical expenses.

CREDIT UNION membership is available to all City employees and provides access to low interest loans.
