Typist Clerk III is the full journey level in the Typist Clerk class series. Incumbents perform specialized clerical duties that require accuracy and the ability to oversee assigned office functions; may be responsible to act as lead worker, supervising clerical assistants on a limited basis; and to perform related work as required. The current position is in the Mental Health Department.

EXAMPLES OF ESSENTIAL DUTIES

Types reports, letters, documents, records, vouchers, requisitions, lists, schedules, orders, notices and statistical and financial data; types letters from rough draft, marginal notes or verbal instructions; interviews callers in a public office and over the telephone and either furnishes the desired information, refers them to the proper source or arranges an appointment with an appropriate person; researches, extracts, transfers and summarizes information from records; types material of a confidential nature; prepares acknowledgments and replies to letters; checks reports, records and other data for accuracy, completeness and compliance with established standards; checks and tabulates data; receives money in payment of bills, fines and fees, gives receipts and keeps records of collections; follows up on material sent to other people for review or completion; proofreads copy; maintains a variety of personnel, financial and statistical records and files; alphabetizes materials; keeps stock of office supplies and orders new supplies when needed; cuts stencils; operates a variety of office equipment, including a copier, calculator and other types; may operate a switchboard periodically; may operate a data entry terminal; may supervise, assign and review the work of clerical assistants.

TYPICAL QUALIFICATIONS

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of: Complex clerical methods and procedures; style/format of business correspondence; punctuation, spelling and general English usage; modern office practices, procedures and equipment; basic mathematics; filing and record keeping methods.

Ability to:Perform difficult clerical work and type at a speed of not less than 45 words per minute from clear copy; organize work effectively; prepare and maintain accurate and complete records and reports; interpret and apply specific policies and procedures; establish and maintain cooperative working relationships; and direct the work of others as assigned.

These employment standards are typically attained with two years of progressively responsible clerical experience in a related office environment or with one year of experience comparable to that of a Typist Clerk II with Shasta County.

IDEAL CANDIDATE

The ideal candidate would have experience working with various software programs, i.e. WordPerfect, Word, and Excel. Knowledge of medical terminology is helpful for some assignments. Must be comfortable in a fast-paced office environment, and multi-tasking is necessary for most assignments.

GENERAL SUMMARY OF BENEFITS FOR SHASTA COUNTY EMPLOYEES

HOLIDAYS: 12 paid holidays (96 hours) per year.

VACATION: 10 working days a year during the first three years of service; 15 working days a year - 4 through 9 years of service; 17 working days a year - 10 through 15 years of service; 20 working days a year - 16 or more years of service. When appropriate, vacation is used in conjunction with the Federal Medical Leave Act (FMLA) and California Family Rights Act (CFRA). Note - accrued vacation leave may not be used until after six months of employment. For purposes of vacation accrual, a working day is no more than 8 hours.

SICK LEAVE: 96 hours of sick leave are earned each year with no maximum accrual. Sick leave is used in conjunction with FMLA/CFRA when appropriate. Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave. Unused sick leave may be converted to PERS service credit upon retirement. Note - accrued sick leave may not be used until after three months of employment.

BEREAVEMENT: Maximum of 24 hours for each non-concurrent death in the immediately family.

HEALTH PLAN: Shasta County contracts with PERS for medical insurance. Depending on the plan selected, the County pays most, or all, of the employee premium, and contributes a portion of the dependent premium. Contributions are made for a portion of the retiree's insurance premium.

DENTAL PLAN: The County pays a portion of the employee’s and dependents’ premium for dental insurance. The employee pays the full premium during the first six months of coverage.

VISION PLAN: The County pays the employee premium and employees may enroll dependents at their own expense.

LIFE INSURANCE: The County pays for $25,000 of life/accidental death & dismemberment insurance for most employees ($46,000 for Supervisory Unit employees; $10,000 for DSA and PPOA Units; amount equal to annual salary up to $80,000 for managers).

RETIREMENT: The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security (note - Safety members benefits are not coordinated with Social Security). Members not in the Safety plan are covered under the 2%@55 formula, and Safety members are covered under the 2%@50 formula. The employee (except for managers, and for Deputy Sheriffs who are vested in PERS and laterally transfer from another law enforcement agency) pays 7% (9% for Safety members) of his or her salary, on a pre-tax basis (DSA not pre-tax) for the first five years of employment with Shasta County. Thereafter, the County pays the employee’s share of the retirement contribution.

PREMIUM PAY: Premium pay such as shift differential, standby pay, and work out of class pay are provided depending upon the employee's work assignment and class.

BAR DUES: The County pays the dues for attorneys to continue membership in the California Bar Association.

SDI: Integrated State Disability Insurance-Sick Leave Plan used in conjunction with FMLA/CFRA. SDI does not apply to DSA employees.

MISCELLANEOUS: Deferred Compensation plans available through Hartford Variable Annuity Life Insurance Company; Valic Annuity Life Insurance Company; Aetna Life Insurance and Annuity Company; and CalPERS. Credit Unions. Direct Deposit available for bi-weekly paycheck. IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and childcare costs, and for medical insurance premiums. Optional insurance products available through Colonial Life. Some bargaining agreements call for the County to pay for clothing, tools, or other items specifically required on the job. Comprehensive Memorandum of Understanding (MOU) and Personnel Rules provide documentation of the rights, responsibilities, and obligations of the employer (the County) and the employee.

BENEFITS UNIQUE TO LAW ENFORCEMENT EMPLOYEES

(This does not apply to employees in the PPOA Unit)

P.O.S.T. PAY: For Employees in the Deputy Sheriffs Association (DSA), the County pays 4.5% of base salary for an Intermediate P.O.S.T. certificate and an additional 3.5% of base salary for an Advanced certificate. Additionally, for employees in the Sheriff’s Administrative Association (SAA), the County pays 4% of base salary for a Management certificate.

UNIFORMS: The County pays up to $500 per year depending upon the position as a uniform allowance.

FITNESS PAY: The County pays $100 per month for non-probationary employees who meet criteria of the fitness program.

OTHER BENEFITS FOR MANAGERS

ADMINISTRATIVE LEAVE: 80 hours per calendar year. Up to 40 hours of unused administrative leave may be taken in cash in the month of December.

EXPENSE ACCOUNT: $100 annually for managers; $200 annually for senior managers; up to $1,300 annually for department heads.

LTD INSURANCE: The County pays premiums for long-term disability insurance.
