Agency Specific Application Procedures:
Submit completed state government application along with resume to Board of Financial Institutions, Consumer Finance Division, PO Box 11905, Columbia, SC 29211.

Job Responsibilities

Examines books, records, and transactions of each Restricted and Supervised Lender assigned to a specific territory at least annually and more often if problems are found. Insures the borrower receives proper credit for unearned charges when a loan is paid prematurely. Verifies computer transactions to insure refunds, interest rates and fees are correct. Prepares written detailed reports after each examination. Re-examines records to insure the licensee has complied when violations of the law are noted. Instructs the licensee of corrective action to be taken. Investigates all complaints received from consumers to determine if any law has been violated and bring to a successful conclusion. Submits a written report after each investigation is completed. Verifies death claims of borrowers to insure the insurance in force is paid and the correct refunds are paid to the second beneficiary. Reviews, posts, and consolidates annual reports. Investigates applications for new licenses and investigates unlicensed lenders who are making loans without the proper license. Communicates orally with licensees and consumers. Operates notebook computers.

Minimum and Additional Requirements

Bachelor's Degree, with courses in accounting or finance, 4 years experience in auditing or accounting or Associate's Degree in Business Management, that include courses in banking, finance and 6 years experience in management of a lending institution or installment loan department of a bank. Knowledge of state laws and regulations, as well as Regulation Z and Truth in Lending on a federal level pertaining to financial institutions is required, as well as accounting and auditing theories and practices.

Additional Comments

Examiners must reside in the metropolitan area of Columbia and must be able to carry equipment, supplies, and manuals to and from car. Requires overnight in and out of state travel.
