Description

This class is distinguished from other classes in the series in the following ways: Requires specialized subject matter expertise in the principles and techniques of gathering user requirements, performing systems analysis and design, and applying formal application development methodologies for large-scale applications. Experience with Object Oriented Design for computerized applications and application architecture. Knowledge is applied to research and evaluation involving innovative solutions and alternatives. Under general direction of a Development Manager, Applications Development and Support, makes decisions and recommendations of highly significant consequence impacting the development of new policies, procedures, and organizational services in a highly specialized and technical area. Has first-line supervisory responsibility for a project team with subordinate professional and technical personnel. Meets frequently with administrative and management staff, as well as functional or programmatic subject area specialists and experts to influence, motivate, and act as a liaison for/to a program, project, or division.

Examples of Duties

Duties may include, but are not limited to, the following: Determines and identifies customer needs and requirements for automated computer systems; conducts systems analysis and design for business and educational applications; reviews requested system changes and improvements and confers with customers and staff relative to systems development and design; participates in system feasibility studies; supervises and participates in the design and development of complex enterprise applications based upon systems requirements and utilizing development technologies; ensures program documentation in accordance with established standards and practices; monitors and reports on status of projects in progress; provides technical and analytical support to customer organizations in systems development and design; supervises and participates in research to determine if existing software is available from vendors or other agencies that will support the requirements of systems specifications; plans, organizes, evaluates, supervises, and participates in projects and studies with contractors and vendors; prepares training materials and trains non-programming personnel in the use of software applications; assists in developing and modifying information technology standards and procedures; selects, plans, organizes, schedules, trains, supervises, and evaluates the activities of subordinate programming/analyst personnel assigned to project teams; assists in the preparation of recommendations and reports for system implementation and budgetary expenditures; and performs related duties as assigned.

Based on full-time assignment:
