Description

Performs a variety of professional accounting functions, including analyzing and recording of financial transactions; preparing annual financial reports; designing and extracting information for internal management reporting; conducting special audits and reviews of operations; monitoring and adjusting financial data; and providing assistance and training to City staff on accounting issues and the use of financial systems.

Essential Duties

Coordinates, schedules and manages general ledger closing, rollover and data archiving processes; schedules, monitors and verifies subsidiary systems postings; oversees, researches
and/or resolves systems and data issues; ensures integrity of the City's financial data.

Schedules, monitors and verifies transfer of data between the City's budget and general ledger systems.

Monitors City-wide financial data, prepares financial analysis and reconciliations, and works with department staff to make appropriate adjustments to ensure compliance with accounting standards, pertinent laws, policies and procedures.

Prepares annual audit work papers for external auditors, including supporting analysis and schedules; develops work schedules for meeting audit deadlines; assists external auditors by researching question, resolving issues, creating reports, and responding to auditor findings.

Prepares annual published financial reports and note disclosures for the City; assures the timely production of financial reports in accordance with State law and professional requirements.

Maintains documentation for City funds, subsidiary systems and individual audit areas; coordinates central archiving for journals, ledgers and audit work papers according to legal requirements and City policy.

Reviews, approves or rejects, and posts journal entries to the general ledger; monitors posted financial data; assists departments with corrections; reconciles subsidiary financial systems and initiates adjustments. Reviews and approves bank reconciliations.

Designs, develops and provides City-wide training in the use of query-based financial reporting tools and models against a variety of financial systems.

Provides accounting information and consulting services to other departments and divisions.

Develops and maintains legal budget monitoring tools and verifies posted budget data to ensure compliance with State budget law and City policies.

Conducts operational audits and reviews at departments' request; develops reports to management of findings and recommendations for improvements or modifications; assists with implementation of recommendations.

Recommends or implements changes in accounting systems and procedures.

Provides monitoring and consultation on Federal and State grant programs and requirements; assists departments in the identification of grants; trains City staff in working with grant programs; provides central review and approval of Federal grant reports and official authorization of requests for drawdowns; coordinates, provides assistance, and serves as liaison for grant audits.

Participates as on systems implementation teams for financial systems and applications.

Participates in the preparation of the City's operating and capital budgets, including budgetary fund balancing processes.

Assists in day-to-day management of professional services contracts for external auditors, systems consultants, and other financial service providers.

Prepares Federal and internal cost allocation plans and indirect rate proposals for the City as assigned.

May be responsible for selection, supervision and evaluation of assigned staff; including assigning work and ensuring appropriate training is provided; investigating complaints; recommending and administering disciplinary actions; handling sensitive personnel matters and recommends grievance responses; exercising full supervision over employees.

Performs related duties as assigned.

Minimum Qualifications

Accountant I

Knowledge of:

Generally accepted accounting principles and procedures and their application to accounting transactions.

Principles, methods and procedures of governmental accounting, budgeting and financial management.

Standards for governmental accounting and financial reporting, as promulgated by the Governmental Accounting Standards Board (GASB).

End-user tools for financial data extraction, manipulation and reporting.

Modern office methods, practices, procedures and automation tools.

Ability to:

Analyze and interpret accounting records and accounting data.

Examine and verify financial documents and reports.

Prepare a variety of financial statements, reports and analyses.

Learn advanced concepts of governmental accounting principles and practices.

Learn grant management practices and specific grantor agency requirements.

Learn applications of automated financial management systems.

Learn City's automated budget system and processes.

Train, coach and consult with department customers in the use of financial systems and end-user data extraction and reporting tools.

Develop and implement accounting system modifications.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain cooperative working relationships with those contacted in the course of work.


Experience and Training Guidelines

Any combination of training and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Some recent professional accounting experience; or one year related responsible paraprofessional experience.

Training:

Equivalent to a Bachelor's degree from an accredited college or university in accounting or a closely related field.


Accountant II

In addition to the qualifications for Accountant I:

Knowledge of:

Advanced concepts of governmental accounting principles and practices, and standards for financial reporting.

Principles, methods, and procedures of governmental budgeting.

Advanced applications of automated financial management systems, including client-server technology.

Advanced applications of end-user tools for financial data extraction, manipulation and reporting.

Automated financial management systems.

Laws regulating public finance and fiscal operations.

Grant management practices and specific grantor agency requirements.

Ability to:

Train, coach and consult with department customers on advanced applications of financial systems and end-user data extraction and reporting tools.

Develop and implement accounting system modifications.


Experience and Training Guidelines

Experience:

Two years of professional accounting experience, preferably in a governmental accounting environment. Some supervisory or lead experience may be preferred.

Training:

Equivalent to a Bachelor's degree from an accredited college or university in accounting or a closely related field.
