General Description

Provides consultative and technical services to ensure employees are properly licensed in accordance with regulations adopted by the Commonwealth of Virginia Board of Education. Develops, coordinates and implements educational activities to improve individual and organization effectiveness and to address the need to recruit, hire and retain high quality minority candidates in accordance with the division’s vision, mission and strategic goals.  Actions impact the entire system; position requires extensive professional judgment.  Requires frequent contact at all levels within and outside the department, to include the State Department of Education and institutions of higher learning.  

Essential Job Functions

·         Evaluates new applications for CCPS and ARGS teacher licensure and certification requirements. Processes and applies to DOE for professional license.  Serves as a liaison with School Administrators on licensure and the Recertification Point System and process.  Trains school building advisors on the recertification process. Evaluates and processes renewal records for licensed personnel.  Chairs recertification review committee: organizes meetings and prepares documentation resulting from committee actions.

·         Conducts licensure seminars to evaluate and counsel non-licensed individuals regarding the process and requirements for obtaining a teaching license.

·         Communicates with teachers and instructional and central office administrators and provides advice and guidance on  licensure matters, to include: the process to add endorsements, DOE evaluations, changes in State licensure regulations, state and federal legislation (NCLB and IDEIA) and compliance.

·         Serves as liaison, through meetings and correspondence, with State Department of Education regarding licensure, changing regulations, recertification, No Child Left Behind and IDEIA.  

·         Analyzes and interprets federal legislation (NCLB and IDEIA) and develops plan to educate, evaluate and inform CCPS personnel of requirements as it relates to licensure for licensed or professional personnel to ensure compliance.  Determines impact of changes on personnel.

·         Assesses certification needs of teachers; coordinates with Director of Staff Development, Principals, Instructional Specialists and Universities to plan and develop training opportunities for teachers for recertification or alternative licensure.  Communicates these opportunities to licensed personnel.

·         Prepares annual Instructional Personnel Report.  Attends DOE meetings to determine reporting guidelines, coordinates with other Departments to gather and report data.  Develops reports pertaining to all licensed personnel and compliance with licensure regulations.  Send reports to schools and communicates with principals to assist in progress towards compliance. Assists School Improvement, Grants Writing, Instruction and other departments in data collection and reporting on licensed personnel.  Collects and reports data for Title I, II and III federal monitoring and meets with federal monitors as requested.  Coordinates with Staff Development and Technology to upgrade processes and on-line systems used for recertification.  Ensures licensure database is maintained and updated.

·         Advises School Board Attorney on terminated personnel as it relates to licensure.  May attend related unemployment hearings with attorney and assist in representation of CCPS.

·         Plans, develops, organizes and implements cohort graduate licensure program for special education personnel.

·         Supervises Human Resources Assistant.

·         Performs other duties as assigned.

Qualifications

Considerable knowledge of State Department Licensure regulation and NCLB legislation, rules, guidelines.  Demonstrated ability to analyze, interpret, and apply these regulations, rules, and guidelines in specific licensure issues.  Considerable knowledge of related school board and human resources policies and procedures.  Working knowledge of human resource department's general policies and procedures.  Demonstrated ability to perform work independently and assume responsibility without direct or continuous supervision.  Ability to relate policies and procedures, and communicate effectively both orally and in writing.  Demonstrated ability to apply logical sequences to the analysis and resolution of licensure issues, communicating/explaining issues and results to others.
