Commercial Insurance Manager
(Administrative Manager I)

This position is scheduled to receive salary range increases on the following dates:
Effective July 1, 2022 - 3.0% increase
 
Mandatory Employee Retirement Contributions will decrease on the following dates:
Effective July 1, 2022 - 0.5% decrease
 
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.
 
This recruitment is being held to establish an open eligible list to fill current and future Administrative Manager I positions with this specialty. This list may be used to fill vacancies throughout the County in similar and/or lower classifications.

OFFICE OF RISK MANAGEMENT
The Office of Risk Management within the County Executive Office preserves and protects the human and capital assets of the County of Orange to allow County departments and agencies to meet their missions without unnecessary cost. The Office operates as an "insurance company" for the County of Orange and manages numerous programs. Each of these programs are designed to protect the human, financial and physical assets of the County and reduce both the direct and indirect costs of accidental loss to County departments and agencies.

THE OPPORTUNITY
The Commercial Insurance Manager (Administrative Manager I) reports to the Administrative, Finance & Insurance Manager within the Administration, Insurance Procurement and Financial Management Program. The position requires strong computer skills (e.g. MS Office) and a strong knowledge of the different lines of commercial insurance coverage including property, general/auto liability, workers’ compensation, cyber-liability, marine, crime, environmental/pollution, etc. Responsibilities include but are not limited to:
  • Gather underwriting data from internal and external sources
  • Analyze and understand the loss and the exposure data collected
  • Work collaboratively with the insurance brokers to renew the existing commercial insurance policies
  • Collect underwriting data when new policies are purchased by the County
  • Perform various analyses regarding insurance limits and self-insured retentions and make well-thought recommendations to Senior Management
  • Analyze policies for exclusions and be familiar with the policy terms, conditions, limits, pricing, endorsements, etc.
  • Review broker invoices and perform various reconciliations
  • Work on other projects, as needed
  • May supervise staff
 
 
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will have:


Five (5) or more years of experience working in commercial insurance.

OR 

Four (4) or more years of experience working in commercial insurance and possess a Bachelor's degree from an accredited college or university in business administration, finance, banking, accounting, risk management, or general management.


The ideal candidate will also possess extensive experience in the key competencies and attributes described below:

Technical Knowledge and Expertise
  • Understand commercial insurance concepts and be familiar with a wide variety of lines of commercial insurance coverage such as property, general/auto liability, workers’ compensation, cyber-liability, environmental/pollution liability, etc.
  • Be able to work independently
  • Possess strong knowledge of the Microsoft Office suite of products (MS Word, Excel, PowerPoint, Outlook)
  • Read, understand and work with multiple stakeholders including insurance brokers and County departments to renew existing insurance policies
  • Gather various types of loss and exposure data by working collaboratively with internal staff and County staff
  • Liaise between the insurance brokers and County departments 
  • Compile, analyze and update data used for different lines of coverage
  • Make recommendations on Self-Insurance Retention levels or Deductibles
  • Analyze policies, exclusions and endorsements and make recommendations for renewal
  • Maintain a system of tracking additions or deletions to the property insurance schedule
  • Gather insurance loss data from County departments and work collaboratively with insurance adjusters and carriers to seek reimbursements
  • Possess strong analytical and research skills, data collection skills and the ability to make important decisions and well thought recommendations to Senior Management
  • Prepare spreadsheets/reports to monitor and track insurance losses, renewal timelines, the addition or deletion of building or structures from the property schedule
  • Assist in the preparation of analytical reports and perform various reconciliations

  • Knowledge of correct English usage for writing requirements and oral presentations
  • Write informative, brief and clear documents including policies and procedures, various reports and memos for Senior Management
  • Communicate effectively in writing and through oral presentations with insurance brokers, co-workers, County departments staff, vendors and stakeholders
  • Effectively listen, understand and diligently respond to various inquiries
  • Interact well with all levels of personnel within and outside the organization
