Primary Duties

PRIMARY DUTY:  Under moderate supervision, performs a variety of clerical, technical, and administrative functions to support the activities of the Human Resources Department.

 

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

 

  • Provides a variety of human resources clerical, technical support, and administrative duties for the HR & Civil Service Director and HR supervisors in the Human Resources Department; performs duties within scope of authority and training, and in compliance with Human Resources Department standard operating procedures and City of Waco policies; job duties may vary according to work assignment.
  • Types, proofreads, reviews, edits, verifies, formats and processes human resources documents and correspondence to include City policies.
  • Assists director with preparations for civil services exams by preparing exam postings, scheduling exam location, corresponding with exam vendor, mailing materials as needed and files and maintains related records according to record retention guidelines and director instructions.
  • Assists director with preparation and processing of Civil Service Commission meeting agendas, agenda items, notices, minutes, annual reports and other documents; tracks action items through to implementation.
  • Composes and creates letters, memoranda and human resources documents from general direction, standard formats, copies, rough drafts, and dictation; prepares and edits confidential and sensitive documents and maintains confidentiality.
  • Schedules interviews, appointments, meetings, and calendar items for HR & Civil Service Director and HR supervisors; notifies employees as directed.
  • Reviews, sorts and distributes mail; answers phones and accommodates walk-in customers; manages department training and travel arrangements and reimbursements; manages department dues and memberships; coordinates payroll for the department; orders supplies for the department; assists with budget preparation and budget transactions including budget adjustments, vendor payments, purchase order creation and closure; coordinates and monitors assigned projects.
  • Collects and analyzes human resources information and assists in preparing reports as needed; conducts and responds to surveys from other cities and organizations.
  • Performs data entry, filing and scanning; assists in responding to audits; acts as the record retention liaison for the department and the open records liaison for the department.
  • Assists other human resources staff when work is completed and works the front desk position as a backup.
  • Supports the relationship between the City of Waco and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
  • Driving is essential. 

KNOWLEDGE AND SKILLS:

 

Knowledge:

  • City organization, operations, policies, and procedures. 
  • All requirements of executive-level administrative responsibilities. 
  • City administration policies, including accounting, budgeting, payroll and personnel rules. 
  • Professional standards for business correspondence, writing, spelling and grammar. 
  • Customer service standards and protocols. 
  • Principles of record keeping, records retention, records management, and file maintenance. 

 

Skill in:

  • Working independently, maintaining composure and confidentiality, and working effectively in a professional environment with changing priorities. 
  • Using initiative and independent judgment within established procedural guidelines. 
  • Planning, prioritizing, and completing assignments with minimum supervision. 
  • Writing professional reports and correspondence from brief instructions. 
  • Establishing and maintaining effective working relationships with other team members. 
  • Dealing tactfully and courteously with the general public and others seeking information about Human Resources functions and activities.

  • Operating a personal computer utilizing standard and specialized software.

 MINIMUM QUALIFICATIONS:

High School Diploma or GED equivalent is required; AND two years of clerical experience, preferably in a human resources office. 

 

LICENSE AND CERTIFICATION: 

  • A Valid Texas Driver’s License is preferred.

    3. Walking - Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another. 
    4. Pushing - Using upper extremities to press against something with steady force in order to thrust forward, downward or outward. 
    5. Pulling - Using upper extremities to exert force in order to drag, haul or tug objects in a sustained motion. 
    6. Lifting - Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires substantial use of upper extremities and back muscles. 
    7. Finger Dexterity - Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand as in handling. 
    8. Grasping - Applying pressure to an object with the fingers and palm. 
    9. Feeling - Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips. 
    10. Talking - Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. 
    11. Hearing - Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication and to make the discriminations in sound. 
    12. Repetitive motion - Substantial movements (motions) of the wrists, hands and/or fingers. 
  • The physical requirements of this position:
    1. Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.
  • The visual acuity requirements including color, depth perception, and field vision:
    1. The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading. 
  • The conditions the worker will be subject to in this position:
    1. Work is performed primarily in an office setting or well-lit, temperature-controlled working environment.
