JOB SUMMARY

Coordinates and plans the transportation of prisoners and transporting officers within and outside of the state of Florida.

MINIMUM REQUIREMENTS & ESSENTIAL FUNCTIONS

Minimum Qualifications:

  • Accredited high school or GED diploma.
  • At least 18 years of age.
  • U.S. Citizen or possess a current permanent resident card.
  • Must be able to comprehend and communicate fluently in verbal and written English.
  • Good verifiable work history.
  • Clean criminal history; any arrest history will be individually evaluated.
  • No illegal drug usage within the past two years, all other usage will be evaluated on an individual basis.
  • Ability to identify, schedule, and coordinate prisoner transports (pickups and deliveries for in-state and out of state). 
  • Ability to coordinate with other agencies regarding shared prisoner transports whenever possible. Complies with all court ordered deadline dates. Considers officer, inmate, and public safety concerns, costs, time constraints, territorial limitations, and medical status when choosing a transporting entity.
  • Ability to prepare travel paperwork including airline tickets, rental cars, and hotel rooms. Researches travel costs and completes cost comparison forms. Obtains NLETS ID numbers via TSA/Federal Air Marshal Services for all commercial air travel. Creates travel packets for deputies.
  • Ability to seek extradition approvals from judge’s/prosecutor’s office. Requests extradition limitations and provides supporting information, if necessary.
  • Ability to monitor and manages all case files Prepares documents for court testimony/depositions for self or others as they relate to prisoner transport/extradition cases and associated costs or issues. May have to testify in court.  
  • Ability to manage case files for all Demanding Fugitive Renditions for persons arrested outside of the state.  Prepares related documents and follow-up until defendants are returned to Orange County.
  • Ability to process the release of defendants from incarceration, as necessary. Creates, manages, and monitors extradition and transportation files for release dates, returns, completion of local charges, and transfers to other locations.
  • Ability to prepare purchase requisitions and reconciles vendor invoices/billing; processes payments and receipts associated with prisoner transportation. Generates and submits reimbursement orders to courts.
  • Ability to prepare various correspondence (e.g. attempt to locate/apprehension requests) and monitors requests for due diligence purposes.
  • Ability to maintain inmate transport databases in order to provide up-to-date and accurate status information. Makes entries, updates, and modifies FCIC/NCIC records. Sends routine teletype correspondence and makes various inquiries.
  • Ability to interpret and deciphers various related paperwork and documents (e.g. transport orders, extradition waivers, Governor’s Warrants, Affidavit of ID, court dispositions, warrants, writs,  Interstate Agreement Forms, etc.) for accuracy and validity.
  • Ability to communicate with judges, courts, law enforcement, correctional facilities, state governments, vendors, the public or family members, etc. regarding the release, delivery, or eligibility status of prisoners.
  • Ability to update warrants files with any wrongful arrest documentation, identifying photographs, etc. to prohibit future wrongful incarcerations.
  • Must be able to obtain temporary FCIC/NCIC Full Access within the first month of employment/assignment and complete the Full Access classroom training and pass the test within 6 months of obtaining temporary access. Must be able to maintain certification.
  • Must have the ability to read and interpret legal documents, technical procedures and Florida State Statutes.

  • Must have the ability to learn, understand, express, apply, and demonstrate knowledge of relevant Florida State Statutes as well as agency policies and procedures.

Preferred Qualifications:
  • Six (6) months experience in warrants procedures OR six (6) months experience as a Judicial Process Technician and familiarity with the judicial and corrections systems preferred.

PHYSICAL DEMANDS & WORK ENVIRONMENT

While performing the duties of the job, the employee is regularly required to sit, talk or hear.   They are frequently required to use their hands to handle or feel.  They occasionally are required to stand, walk, reach with their hands and arms, stoop, kneel, crouch, or crawl. They must occasionally lift up to 10 pounds. Vision abilities include close vision and the ability to adjust focus.
 
Work is generally performed in a standard office setting during regular business hours. However, the employee may occasionally have to work weekends, evenings, or holidays.  The noise level is usually moderate.
