Job Description

Under general direction of the Program Chief, Community Mental Health Services, to serve as consultant on metal health programs to public and private agencies, groups, and individuals in the community; to perform in-service training in the field of psychiatric nursing; and to do other work as required.

Examples of Essential Duties

* Consults with public and private agency personnel regarding mental health problems with the objective of preserving mental health and achieving early detection of mental illness. * May participate in planning consultation service programs and formulating policies; plans, organizes, and conducts orientation and in-service training programs for public health nurses, personnel in industry, and students. * Provides consultation service to public health nursing and related personnel in planning and developing the mental health aspects of nursing programs; assists in the development of programs with the objectives of preserving mental health. * Assists in the training of nurses in the mental health field; coordinates with schools of nursing in developing curricula for preparation of nurses in mental health. * Interprets the role of public and mental health services to the community; assists with the evaluation of programs in research projects; advises on available community resources in the field of mental health. * Assists in the preparation of informational and educational materiel on mental health activities and programs for the department and community; assists in the preparation of materials and audio-visual aids. * Reviews published material for mental health education uses; cooperates with public and private agencies and individuals to plan, initiate, and coordinate programs affecting mental health. * Addresses meetings and may act as advisor to organizations; keeps records and prepares reports.

Qualifications

Education: Graduation from an accredited college or university with a master's degree in nursing including at least one year of training in mental health. Experience: At least four years of experience in mental health nursing, one year of which must have been in an administrative, teaching, supervisory, or consultative capacity. Knowledge: Thorough knowledge of the social and public health aspects of mental illness; considerable knowledge of the characteristics of mentally ill or neurotic individuals including neurosis, psychoses, psychopathic personalities, and other mental illnesses; considerable knowledge of various local, state and federal mental health programs; considerable knowledge of the history and trends of mental hygiene, public health, and welfare programs. Ability to: Plan consultation services and formulate policies; prepare studies and produce research material; plan, oraganize, and conduct in-service training programs; ability to deal effectively with personnel, officials, and the public; ability to speak and write effectively.

Medical/Dental Insurance: A flex benefit amount of $395.40 monthly. Voluntary vision plan available.

PEHMCA Amount: County contribution to Public Employees Medical and Hospital Care program (PEHMCA) in the amount of $25/month is available for retirees health insurance through the County.

Retirement: Public Employee's Retirement System (PERS) equal to 8% of salary. Retirement formula is 3% @ 60. Retirement amount: The highest 12 month period earning level is used to determine the retirement benefit amount. All new employees's pay retirement contributions for the first five years of continuous service.

Deferred Compensation: Voluntary employee contribution a choice two 457 plans.

Vacation: Vacation accrual: 0-3 years, 80 hours; 4-9 years, 120 hours; 10 or more years, 160 hours. Accrual limited to 3 times current rate.

Holidays: Normally 12 paid holidays per year (any employee scheduled to work on a paid holiday will be paid his regular rate for time worked and is entitled to 8 hours of holiday pay or compensatory time off).

Sick Leave: 4 hours sick leave accrual per pay period with unlimited accrual. Upon retirement or death, unused sick leave is paid for at a rate of 50% the current salary value after 5 years (not to exceed 960 hours).

Disability: County paid short-term disability (STD) of .9% of employee salary up to a maximum of $285.90 per year. Maximum amount received by employee on STD is 55% of hourly wage with a maximum of $249.70 per week (55% of hourly wage); 7 day waiting period.

Unemployment: County paid unemployment insurance of .3% of base salary.

Mileage: Mileage reimbursement of $0.36 per mile.

Callback: Minimum 1-hour callback, Registered nurses 3-hour minimum. (Does not apply to classes in Appendix I).

Shift differential: 3:00 p.m.-11:00 p.m. @ $.60/hour, 11:00 p.m.-7:00 a.m. @ $1.20/hour. Selected classifications are 3:00 p.m.- 11:30 p.m. @ $1.60/hour; 11:00 p.m.- 7:30 a.m. $2.45/hour.

Standby Pay: 1 hour for every 8 hours on standby; selected classifications: $2.75/hr, $3.75/hr, or $4.50/hr additional.

Bilingual Pay: Available @ $.25/hour (at least 10% of time) or $.50/hour (50% of time or translate before an official body.

Other: Double time for selected classifications for non-scheduled weekends. Double time for selected classes for work after 12 hours of continuous duty; Critical care or MICN differential -$1.00/hr; Temporary in-charge-$1.15/hr; Float Pool - $.50/hr; Preceptor - $1.00/hr. Education for Continued Licensing - see MOU for details.

Education Reimbursement: May be reimbursed for actual cost, subject to availability of funds.
